The Department of Labor's Office of Workers' Compensation Programs (OWCP) intends to award a sole source, firm-fixed price contract to the National Academy of Social Insurance to conduct research on how systemic racism and racial disparities have impacted workers of color within state Workers' Compensation programs. This research project will analyze data from multiple states to understand the effects of these programs on workers, particularly focusing on various demographic factors beyond race and ethnicity, including gender, sexual orientation, language preference, disability status, and immigration status. The project also aims to incorporate insights from pilot programs developed by several states that have sought to improve data collection on racial disparities and to identify gaps in Workers' Compensation protections. The contract will have a base period of 12 months with an option for an additional 12 months, and falls under the NAICS code 541720, which pertains to scientific research and development services. The sole source award is justified based on the determination that only one source is reasonably available, as per the Federal Acquisition Regulation guidance. While this notice is not a request for proposal, interested parties may submit capability statements for consideration by a specified deadline. The government retains discretion over whether to proceed without competition and may cancel the requirement at any time. Communication in response to the notice must be written and submitted electronically, with no verbal or phone inquiries accepted.
