This contract, awarded by the Department of Transportation's Federal Highway Administration, focuses on researching the availability, feasibility, and reliability of Nondestructive Evaluation technologies for detecting and locating buried utilities. The primary objective is to identify the most effective NDE methods for achieving QL-A and QL-B quality levels while developing innovative applications that can overcome challenges posed by diverse soil types, geology, environmental conditions, and varying pipe sizes and depths across the United States. Managed by the Acquisition and Grants Management office in Washington, DC, the study aims to provide subsurface utility engineers and geophysical service providers with a documented framework for accurately mapping underground utilities beneath paved streets, roadways, and backfilled trenches. The project seeks to ensure that utility detection is consistent and reliable regardless of the specific geologic inhibitors present at a given site.

Full Description

The purpose of this study is to investigate the availability, feasibility, and reliability of available NDE technologies to locate buried utilities, to identify proper NDE technologies for achieving QL-A and QL-B, and to develop a suite of innovative applications for existing NDE technologies that can address the complexity of varying utilities, site soil, geology, environmental conditions, pipes sizes and depths, and operation beneath either paved streets, roadways, soils, or backfilled utility trenches. Varying geologic conditions inhibit the effectiveness of some NDE techniques in different ways; therefore, a need exists to identify or develop effective NDE methods that can offer subsurface utility engineers and geophysical service providers the best chance to completely and accurately detect and locate buried utilities at any location across the United States. It is of interest to the Federal Highway Administration (FHWA) to conduct a comprehensive study to investigate and document the reliability of existing and promising NDE technologies for mapping buried underground utilities and to identify and demonstrate innovative applications of existing NDE technologies for mapping buried utilities.

Build America Bureau - Appraisals
Solicitation # RFI_Appraiser_2026
The Federal Highway Administration is conducting market research through a Sources Sought notice and Request for Information to identify qualified sources for appraisal and valuation services to support the Build America Bureau. The anticipated contract will focus on the Bureau's federal credit programs, specifically TIFIA and RRIF, with a heavy emphasis on Transit-Oriented Development transactions. Required services include providing market value conclusions and net liquidation value for personal property, equipment, and business valuations. The Bureau anticipates a need for pre-close, post-close, and periodic re-appraisals, with individual assignments expected to take several months to complete. Prospective vendors must demonstrate high-level proficiency in the Uniform Standards of Professional Appraisal Practice and the Uniform Appraisal Standards for Federal Land Acquisitions. Key personnel are expected to have expertise in eminent domain, right-of-way valuations, and public land laws. While the final acquisition strategy is undecided, the agency is considering various vehicles including multiple-award IDIQs or GSA-based blanket purchase agreements, and is evaluating whether to use a small business set-aside or full and open competition. Interested parties must submit electronic responses by November 5, 2026, including their business size, technical capabilities, and feedback on the draft scope of work.
