Residential Energy Audit Services

The City of Winter Park is soliciting bids for residential energy audit services through Invitation for Bid IFB26-21, seeking an accredited vendor to conduct comprehensive energy assessments of residential units and, in some instances, commercial buildings to identify energy efficiency upgrades. The vendor must perform technical evaluations including combustion appliance testing with a combustion analyzer, gas leak detection in home piping, visual inspections for moisture, mold, and unvented appliances such as dryer vents, and analysis of annual energy usage patterns to detect abnormalities. All audits must result in detailed electronic reports delivered to both the homeowner and the City, containing projected costs, estimated savings, savings-to-investment ratios, infrared imagery, and clear identification of measures ineligible for the Winter Park Electric Utility Rebate Program. The vendor is required to partner with the City’s Sustainability staff to develop educational and marketing materials as part of a citywide campaign aimed at increasing resident participation. Performance is governed by a fixed-price structure with unit pricing for residential audits and hourly rates for commercial audits, with payment issued on a 30-day net basis after receipt, inspection, and verification of compliant deliverables. The contract has an initial term of twelve months with up to four additional one-year renewal options, totaling no more than sixty months, subject to mutual written consent and approval by the City Commission or City Manager. The vendor must be responsible and responsive, meeting all material requirements outlined in the IFB, including timely submission through the City’s eProcurement portal by the June 22, 2026 deadline, and inclusion of all required attachments: signature sheet, drug-free workplace and E-Verify affidavits, non-collusion and public entity crimes certifications, public records compliance, and proof of insurance with the City named as additional insured. All work must comply with federal, state, and local safety, health, and sanitation regulations including 23 CFR Part 635 and OSHA standards, and the vendor must adhere to Davis-Bacon wage requirements, non-discrimination provisions, and accessibility mandates under the ADA. The vendor is responsible for maintaining accurate financial and time records according to generally accepted accounting principles for a minimum of five years after project completion. Indemnification, confidentiality, and non-assignability clauses apply, and failure to meet responsiveness or responsibility criteria will result in bid rejection. The award will be made to the lowest responsive and responsible bidder as determined by the City in its sole discretion, with eligibility verified through the System for Award Management.
