Greater Vernon Water, a service of the Regional District of North Okanagan, is initiating a residential meter replacement project to upgrade aging water meters originally installed in the 1980s and early 1990s, many of which were placed in 2003 when the utility was established. These outdated meters have degraded over time, leading to underreporting of water usage and an inability to detect small leaks, which hinders efficient water management. The project aims to replace approximately 3,200 to 4,000 meters, with proposers instructed to base their bids on an estimated 3,500 units, though final payment will be calculated strictly based on the actual number of meters replaced, with no minimum guarantee. The selected contractor will be responsible for all aspects of the replacement, including scheduling, supply of new meters and fittings, installation, ensuring compatibility with existing Itron ERT devices, and seamless transfer of meter data to GVW’s systems. The Regional District reserves the right to expand the scope of work as needed to meet the evolving service demands of the Greater Vernon area. All inquiries must be submitted to Amanda Summerfelt, Water Efficiency Coordinator, by May 22, 2026, and proposals must be submitted in PDF format by the closing date of June 4, 2026, with no late submissions accepted.

Greater Vernon Water (GVW) is a function of the Regional District of North Okanagan (RDNO) and is a water utility serving Vernon, Coldstream, parts of Electoral Areas “B”, “C”, “D” and some parts of Spallumcheen.Within the City of Vernon, meters listed as installed in 2003, the year GVW was formed, are due for replacement. Most of these meters were installed in the 1980’s and early 1990’s. Old meters typically read low due to wear and tear and, therefore, do not provide an accurate reflection of usage. Replacing these meters will enable GVW to detect small leaks, which will assist in overall water reduction. The RDNO may add additional services to the project scope as it deems necessary to fulfill the service needs of the Greater Vernon area. The Contractor will be responsible for providing scheduling services, supplying water meters and associated fittings directly for meter replacement, performing meter installations, ensuring connectivity to existing Itron ERT devices and transferring meter data to GVW.A refined inventory, estimated to be between 3,200 and 4,000 meters, will be confirmed and provided to the successful Contractor at project startup. Proponents should base their pricing on 3,500 meters, recognizing that the final quantity will vary. GVW does not guarantee a minimum number of meter replacements. Payment will be based solely on actual meters replaced. All questions regarding this Request for Proposal should be directed to Amanda Summerfelt, Water Efficiency Coordinator, by email at amanda.summerfelt@rdno.ca prior to May 22, 2026, to allow sufficient time to send a response to all proposers. If questions are received after this time, they may not be answered. Proposals should be submitted electronically in PDF format on or before the closing date to amanda.summerfelt@rdno.ca.
