The Federal Bureau of Prisons is seeking a contractor to provide Residential Reentry Center (RRC) services and Home Confinement placements for male and female federal offenders within the city limits of Raleigh, North Carolina, with a Home Confinement radius extending up to 200 miles from the facility. This is an indefinite-delivery, indefinite-quantity contract with firm fixed unit prices, guaranteeing a minimum of 18 beds and a maximum of 44 beds—comprising 34 male and 10 female beds—for the one-year base period and each of the four one-year option periods. Additionally, the contract guarantees a minimum of 22 and a maximum of 55 Home Confinement placements for males and females combined during each period. All solicitation information is distributed exclusively through SAM.gov, with the RFP expected to be available on or about July 28, 2026, and proposals due on or about September 28, 2026. No hard copies, collect calls, or written requests for the solicitation will be accepted, and all responsible sources may submit proposals, with the government retaining the right to award based on its best interest. Contract performance requires strict compliance with a comprehensive set of federal, state, and local regulations, including adherence to the Privacy Act and Freedom of Information Act, prohibition of unauthorized disclosure of Bureau of Prisons documents, and strict protection of Pre-Sentence Reports from copying or distribution. The contractor must maintain a written operations manual, employ staff who are not under any parole, probation, or correctional authority, and implement policies to prevent conflicts of interest.
