Residential Reentry Center (RRC) and Home Confinement (HC) Services within the area of Albany, New York

The Federal Bureau of Prisons is seeking a contractor to provide Residential Reentry Center (RRC) services and Home Confinement placements for male and female federal offenders in Albany, New York, under an indefinite delivery, indefinite quantity firm-fixed-price contract with a one-year base period and four one-year option periods. The RRC requirement guarantees a minimum of 21 male beds with a maximum capacity of 36 male and 6 female beds across all periods, while Home Confinement services require a minimum of 9 and maximum of 18 placements annually, with all placements restricted to a 200-mile radius from the RRC facility. Services must comply fully with the March 2022 Statement of Work, which details operational standards for administration, personnel, facility safety, programs, medical services, security, intake processing, and release procedures. Home Confinement operations are specifically addressed in Chapter 10 of the SOW, and all activities must align with applicable federal, state, and local laws, including environmental regulations, building codes, and accessibility requirements under the Architectural Barriers Act and Section 504. The contractor must operate the facility within 120 days of award and maintain full compliance with BOP standards, including the use of approved secure portals for transmitting resident data and providing electronic media access for staff. Proposal submission is governed by strict formatting requirements, including three electronically submitted PDF volumes: Volume I contains the technical/management proposal following the Compliance Matrix format without pricing, Volume II includes business information with firm rates for base and option years, and Volume III contains past performance references. Offerors must submit environmental compliance checklists, community impact assessments for sites within a half-mile radius, vendor attestations confirming DOJ data security and U.S.-only storage, financial capability authorization letters, and, if applicable, subcontracting plans meeting FAR 19.7 goals for small, women-owned, and veteran-owned businesses.
