Residential Zone Zero Gravel Program

The Residential Zone Zero Gravel Program is a municipal solicitation issued by the City of Berkeley Finance Department, General Services Division, to implement wildfire mitigation measures in compliance with the City’s 2025 Zone Zero Ordinance. The project requires a turnkey solution for installing a minimum 2-inch layer of noncombustible gravel within a 5-foot perimeter of residential structures and accessory buildings. The selected vendor will be responsible for the entire project lifecycle, including homeowner outreach and coordination, property assessments, site preparation, gravel delivery, installation, and complete cleanup to ensure no materials remain in the public right-of-way. Key deliverables include the recommendation of at least two gravel options with transparent cost-benefit analyses, periodic progress updates, before-and-after photographs for every property, and a final summary report. This is a firm fixed-price solicitation with a total contract ceiling of $50,000. Vendors must provide all-inclusive pricing that covers program management, materials, labor, and reporting, structured either as a fixed price per block of homes or a combination of startup costs and per-home rates. While the solicitation does not follow federal FAR clause structures, it requires vendors to demonstrate experience in landscaping, wildfire mitigation, or community outreach. Proposals must be submitted on company letterhead by the August 27, 2026, deadline via email. Although the city provides checkboxes for Minority Business Enterprise (MBE), Women-Owned Business Enterprise (WBE), and Berkeley-based status, these are self-attestations and do not trigger additional formal reporting requirements. Payment is subject to Net 30 terms.
