Residential Zone Zero Gravel Program

The City of Berkeley Finance Department, General Services Division, is soliciting proposals for the Residential Zone Zero Gravel Program to ensure compliance with the 2025 Zone Zero Ordinance (EMBER). The selected vendor will provide a turnkey solution for wildfire mitigation by coordinating homeowner outreach, conducting site assessments, and installing a minimum two-inch layer of noncombustible gravel within five feet of residential structures and accessory buildings. The scope of work includes sourcing at least two noncombustible gravel options, managing the application process, and providing comprehensive documentation, including before-and-after photographs and periodic progress reports. The contract is a fixed-price arrangement with a total cost ceiling of $50,000. Qualified vendors must demonstrate experience in landscaping, wildfire mitigation, or community outreach. Key performance requirements include ensuring that no materials encroach upon the public right-of-way and that all installations meet specific depth and coverage standards. Proposals must be submitted on company letterhead via email by August 27, 2026, and should include all-inclusive pricing based on home volume or a startup fee plus per-home costs. Evaluation will be based on pricing, vendor qualifications, and the quality of proposed gravel options.
