Resiliency & Transition Support for Military Child & Youth Program Professionals

Commander, Navy Installations Command is seeking a contractor to provide comprehensive transition and resiliency programming for military-connected youth and Child and Youth Program professionals across Navy, Air Force, and Army Reserve installations. The program will deliver in-person and virtual training, webinars, digital resources, and physical materials designed to equip youth leaders with peer-to-peer resiliency tools to support children through critical life changes such as relocation, deployment, and reintegration. The contract is structured as a Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) with a base period from October 1, 2026, through September 30, 2027, and up to nine one-year option periods extending performance through September 30, 2036. The estimated total contract value ranges from $4.68 million to a ceiling of $34.86 million if all options are exercised, with each option year having a specified ceiling amount. Deliverables include structured training curricula and resource materials developed in accordance with DoD directives including OPNAVINST 1700.9e CH-1, DoDI 6060.02, and DoDI 6060.04, and all materials created under the contract become government property. Physical resources are delivered FOB destination to military installations within 30 days of order receipt, while digital materials are delivered electronically within seven business days. Award will be made through a trade-off process that prioritizes technical capability, key personnel qualifications, and past performance over price, with technical capability being significantly more important than the other factors. Proposals must include detailed technical and price volumes submitted electronically as PDFs, with the technical proposal limited to 30 pages excluding resumes, certifications, and quality control plans. Offerors must provide CAGE codes, confirm accurate size status in SAM, and complete mandatory representations regarding debarment, covered telecommunications equipment, and ownership disclosures. All contractor personnel require a minimum NACI clearance and must obtain and maintain a Civilian Access Card, complete mandatory DoD security training, and participate in annual refresher courses. Key personnel must have a Bachelor’s degree or three years of relevant experience, and their resumes must be submitted with the proposal; replacements require prior COR approval. Invoicing is performed monthly in arrears to the designated COR using specified accounting identifiers under Nonappropriated Funds, with no U.S. appropriated funds obligated.
