This contract, issued under solicitation SPE7M1-26-U-4724 by the Department of Defense's Maritime Supply Chain, specifies the procurement of a thermal resistor, part number IPTE-230-1000-30G, with NSN 5905-01-423-0569, under an indefinite-delivery contract with an estimated quantity of 8 units. The delivery is scheduled for 318 days after award, with FOB origin terms, meaning title and risk transfer to the government upon the contractor’s shipment from their facility. The contract is limited to continental U.S. delivery and includes no guaranteed purchase obligation, as the stated quantity is an estimate only. Packaging and preservation must strictly adhere to MIL-STD-2073-1E, with unit containers designated as D3 and intermediate containers as E5, packaged under code U and palletized according to DLA’s RP001 requirements. Marking must comply with MIL-STD-129, including a special code ZZ that mandates lead finish identification per IPC/JEDEC J-STD-609 on each individual unit pack, specifying Pb, Pb-Free, or other attributes. Mercury and mercury compounds are strictly prohibited in packaging, preservation, and marking, with narrow exceptions for functional uses in batteries, instruments, or reagents specified by NAVSEA, which must also include a second containment boundary and shock-proof construction. The contractor must comply with cybersecurity standards including NIST SP 800-171 and DFARS 252.204-7012, prohibit the use of covered telecommunications equipment from restricted foreign entities, and follow federal whistleblower and ethics requirements. All inspections and acceptance occur at the destination, and payment must be processed via Wide Area WorkFlow. The contract incorporates numerous FAR and DFARS clauses, including those for small business representation, price adjustment, contract changes, and safeguarding controlled information. The solicitation requires offerors to self-report size status and socioeconomic certifications, disclose UEI and CAGE codes as applicable, and confirm compliance with hazardous materials labeling standards per 29 CFR 1910.1200. Technical and quality requirements are referenced through R and I numbers from the DLA Master List, and all submissions must be made electronically through DIBBS. The contract ceiling is $350,000, though no unit price is specified, reflecting its status as a
