NOTICE OF INTENT TO AWARD SOLE SOURCE CONTRACT NAVSUP Fleet Logistic Center San Diego intends to award a sole source contract to Virginia Systems and Technology (VAST) to provide the systems, training, and technical expertise specific to the training requirements of the exercise. During those past iterations of Resolute Hunter (RH), VAST provided engineering support to RH exercise series. As a result and based on lessons learned and past observations from the exercise, VAST has procured systems and technologies that specifically meet the training objectives of RH, and have thus played a fundamental role in the overall design of the exercise from the early planning stages. The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106-1(b)(1)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). See Note 22. This Notice of Intent is not a request for quotation. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit product information in response to this notice by 30 September 2020 via email to contact@example.gov. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government. NOTE 22: The proposed contract action is for an annual software maintenance for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the closed date specified herein will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
