Resource for the Collection and Evaluation of Human Tissue, Cells, and Bio-fluids from Donors with an Epidemiologic Profile

This notice announces the intent to solicit a contract to provide the Center for Cancer Research, Laboratory of Human Carcinogenesis with a resource for collecting and evaluating human tissue, cells, and bio-fluids from donors with specific epidemiologic profiles. The project supports molecular epidemiology and translational studies regarding lung, breast, prostate, liver, and pancreatic cancers. The selected contractor will be responsible for recruiting cancer cases and population-based controls, obtaining informed consent, maintaining IRB approvals, and collecting and processing biological specimens and interview data for transfer to the NIH. The government intends to award a cost-reimbursement, completion-type contract with a one-year base period and four optional one-year extensions, starting around September 30, 2015. A mandatory requirement for any awardee is the demonstrated ability to deliver non-frozen viable tissues to the NIH campus within two hours of receipt from the pathologist at any time of day. The procurement will be conducted through full and open competitive procedures under NAICS code 622110.
