AI Contract Overview
The contract calls for the delivery of one digital respirometer, model 295, fully configured with a sensor controller adapter capable of measuring air or gas volume flow from 0 to 200 liters at a resolution of 0.02 liter, with a minimum flow rate of 5 lpm and maximum of 150 lpm. The device features a single moving part in its flow sensing unit, which is detachable for easy sterilization via washing, gas, or cold sterilization methods, and includes a 9V battery and a 22mm female-to-female adapter. Accuracy is specified at 5% across the full range and 2% at the calibration point, with flow resistance limited to 2 cm of water at 100 lpm. The item is identified by NSN 6515-01-696-5384 and must be delivered within 20 days after award to Joint Base Charleston, South Carolina, under FOB Destination terms, meaning the contractor assumes all transportation risk and cost until delivery. All packaging and marking must adhere strictly to Commercial standards as specified by the procurement document, with each unit sealed in a protective container to prevent damage, and shipped in durable commercial exterior containers suitable for safe carrier transport at the lowest possible cost. Medical marking compliance is mandatory under Medical Marking Standard No. 1 (MMS No. 1), which supersedes all references to MIL-STD-129; this includes appropriate labeling, barcoding, and traceability requirements, with copies of the standard available through DLA Troop Support. Packaging and preservation follow MIL-STD-2073-1E guidelines, with preservation methods designated as ZZ (not assigned), requiring the contractor to determine appropriate materials and techniques. The contract incorporates multiple FAR and DFARS clauses for acquisition compliance, including provisions on small business representation, trafficking in persons, employment verification, sustainable products, hazardous material identification, safeguarding information systems, contract changes, and accelerated payments to small business subcontractors. Invoicing is mandatory through Wide Area WorkFlow (WAWF), and offerors must provide a Unique Entity ID and CAGE code, certify their small business status and socioeconomic classifications, and comply with prohibitions on covered telecommunications equipment. The contract type is not specified and will be determined by the contracting officer, but the award will be based on compliance with technical, packaging, and marking requirements rather than competitive pricing, due to the lack of detailed
