Restaurant and Catering Services

The San Jacinto Community College District is soliciting proposals under RFP 27-03 to establish two vendor pools for restaurant and catering services across its various campuses and offices in Pasadena, Houston, and La Porte, Texas. The restaurant services pool focuses on the pickup and delivery of prepared foods, while the catering services pool requires full-service capabilities, including plated and buffet-style meals for events ranging from 125 to 900 attendees. Selected vendors must provide all necessary equipment and staffing, ensure complete post-event cleanup, and adhere to strict health and sanitation regulations, including maintaining a valid food service permit. A specific requirement mandates that all beverages provided at college events must be approved Dr Pepper products, with limited exceptions for water, coffee, iced tea, and lemonade. The contract features an initial one-year term with four optional one-year renewals, with future pricing adjustments based on CPI-W calculations. Proposals must be submitted via the IonWave portal by October 29, 2026, and must include specific questionnaires, menus with pricing, and certification forms. Evaluation is based on a 100-point scale for each service pool, heavily weighting the service questionnaires and references at 40 points each, followed by menu pricing and price proposals. To ensure quality and security, all personnel on campus must wear visible identification, and the college reserves the right to withhold payment for incomplete meals, unauthorized menu changes, or deliveries that fail to meet specified time and location requirements.
