AI Contract Overview
The Defense Logistics Agency (DLA) Land and Maritime Fluid Handling Division has issued Request for Quotations SPE7M3-26-T-8119 for the procurement of 111 fluid flow restrictors, specifically orifice plates. These items must be manufactured from Delrin 500 material or an approved equivalent in accordance with technical drawing 80064 4864184, Revision M. The solicitation is not a small business set-aside, though a price evaluation preference is available for HUBZone small business concerns. Notably, the government will not evaluate or award contracts for items produced using additive manufacturing processes. Delivery is required within 165 days after order acknowledgment, with a destination requirement at the DLA Distribution Depot in New Cumberland, PA. Compliance with rigorous technical, quality, and security standards is mandatory. Manufacturers must maintain an inspection system that meets SAE AS9003 or ISO 9001 standards. Because the technical data is subject to export controls under ITAR or EAR, contractors must possess an approved US/Canada Joint Certification Program (JCP) certification and DLA authorization to access such data. Furthermore, the contract requires adherence to Cybersecurity Maturity Model Certification (CMMC) Level 2 and includes strict provisions regarding the safeguarding of covered defense information. All packaging and marking must comply with MIL-STD-2073-1E and MIL-STD-129, respectively, and offerors must comply with domestic sourcing requirements, including the Buy American Act and the Berry Amendment.
