DESCRIPTION

  1. INTRODUCTION

THIS IS NOT A SOLICITATION. The Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), is issuing this Request for Information (RFI) – pursuant to Revolutionary FAR Overhaul (RFO) Part 10 model deviation https://www.acquisition.gov/far-overhaul/far-part-deviation-guide/far-overhaul-part-10, seeking a commercial off-the-shelf web-based, possibly a Software-as-a Service (SaaS), retirement and benefits administration subscription service. This RFI is issued solely for information and planning purposes only. There is no obligation for the Government to acquire any products or services described in this RFI and any responses to this notice are not offers, and cannot be accepted by the Government to form a binding contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by VBA in developing its acquisition strategy and informing, refining, and finalizing the Performance Work Statement (PWS). Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their RFI response. Only electronic responses to this RFI will be accepted. The Government will not pay for any time expended or information submitted in response to this RFI. Eligibility in participating in a future acquisition does not depend upon a response to this RFI.

  1. BACKGROUND

The VBA, Office of Human Capital Services (HCS), is seeking a commercial off-the-shelf web-based, possibly a Software-as-a Service (SaaS), retirement and benefits administration subscription service to provide one comprehensive, centralized repository for VBA employees’ health insurance, life insurance, dental & vision insurance, long term care Insurance, Flexible Spending Account, workers compensation benefits, pay and leave retirement services, Thrift Savings Plan (TSP), and Social Security user information. Prior to the use of this subscription service, the HCS Human Resource Centers (HRC) used local Excel tools, which led to inconsistencies and more errors when formulas were changed or corrupted. In addition, several tasks (e.g., Military Service Deposits, complex Service Computation Date (SCD) verifications, creditable time checks, etc.) were difficult or impossible to complete reliably, and there were delays and lack of standardized processes. Retirement and benefits subscription services eliminate these risks, increases visibility into retirement projection, and ensures standardization across HRCs.

Enterprise Resource Planning (ERP) Software & Services
Solicitation # 26-22
Rockdale County, Georgia, is soliciting proposals for a comprehensive, fully integrated, public-sector Enterprise Resource Planning (ERP) system to replace legacy siloed systems with a unified, cloud-based platform. The solution must support diverse county-wide operations, including Financial Management, Human Capital Management, Utility Billing, Public Safety, Planning and Development, Parks and Recreation, Transportation, and Stormwater Management. Key technical requirements include CJIS-compliant security for public safety modules, 24/7 uptime for mission-critical operations, and data encryption both in-transit and at-rest. The project is scheduled for a kickoff in January 2027, with the county preferring a single-vendor solution to ensure seamless integration. The selection process is not based solely on the lowest price but utilizes a weighted scoring matrix to identify a well-established vendor whose design philosophy and support policies best align with the county's needs. Only the top three scoring vendors will proceed to additional evaluation. Applicants must provide a detailed cost proposal covering licenses, implementation, and three years of maintenance, along with a utilization plan for Historically Underutilized Businesses or Small Business Enterprises. Compliance requirements include ADA standards, E-Verify immigration certification, and the provision of general liability and workers compensation insurance. Mobile Spray Polyurethane Foam (SPF) Application System Intergration
Solicitation # 36C10D26Q0209
The Department of Veterans Affairs, through the Veterans Benefits Administration, is soliciting quotations for a firm-fixed-price purchase order to deliver a fully integrated and operational Mobile Spray Polyurethane Foam (SPF) Application System. This project supports a Veteran's self-employment services plan under the Lincoln VA Regional Benefit Office in Nebraska. The selected contractor will be responsible for transforming a Veteran-furnished trailer and previously acquired equipment into a turnkey end item. This scope includes the procurement of additional brand-name or equal equipment—such as a proportioner package, transfer pump, spray gun, compressor, diesel generator, and vacuum system—as well as the necessary design, layout, integration, configuration, testing, commissioning, and hands-on training for the Veteran. Award will be based on the best overall value, with technical factors weighted significantly more than price. Technical evaluations will focus on the proposed design, adherence to safety and regulatory standards—specifically OSHA, NIOSH, and NFPA requirements for isocyanate handling and electrical safety—and the robustness of the testing methodology. The total period of performance is limited to 30 calendar days following the delivery of the trailer to the installation site. Final acceptance and payment are contingent upon a successful operational demonstration, the delivery of a complete as-built documentation package, and written verification of training. Verified Veteran-Owned Small Businesses (VOSB) may receive a 3.0% price reduction for evaluation purposes.
