Sole Source Synopsis Notice to FBO for $35 Million This notice is to announce the revision of the contract maximum ceiling amount on the Mid-Endurance Unmanned Aircraft System (MEUAS), and extend a previously awarded contract on a sole source basis. The MEUAS Indefinite Delivery/Indefinite Quantity contract H92222-09-D-0015 was competed and awarded to The Boeing Company on 28 April 2009. Under the initial contract award, the contract maximum ceiling for the five year period was $250,000,000 with anticipated performance through 27 April 2014. During contract execution, emergingrequirements were validated for additional unmanned aircraft system (UAS) intelligence gathering, target surveillance, and reconnaissance (ISR) services using the MEUAS contract. With these additional requirements it became apparent the existing ceiling would be reached prior to the end of the five year contract ordering period. Program efforts were initiated in October 2010 to establish the competitive follow-on MEUAS II contract. A Justification and Approval (J&A) document to increase the existing contract ceiling by $50,000,000 for a revised contract maximum of $300,000,000 was approved on 10 June 2011 to allow for the continuation of mission essential operations during the source selection process of the MEUAS II follow-on requirement. The follow-on requirement was solicited under full and open competition pursuant to Federal Acquisition Regulation (FAR) part 15. The MEUAS II contract was competitively awarded on 2 March 2012 with a contract maximum of $600,000,000. This proposed contract action to increase the dollar ceiling of MEUAS contract H92222-09-D-0015 is to assure continuous operational capability during the transition from the MEUAS contract to the recently awarded MEUAS II contract. The MEUAS contract maximum will be increased by $35,000,000 for a revised contract maximum of $335,000,000. The proposed contract action is for services the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source. This notice of intent is NOT a request for competitive proposals. Interested persons may identify their interest and capability to respond to the requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
