Federal Prison Industries (FPI) has revised its authorized sales ceilings for the Advanced Combat Helmet (ACH) following a decision by the Army to transition from the Personnel Armor System for Ground Troops (PASGT) Helmet to the ACH, resulting in increased material costs. The Board of Directors approved these increased sales ceilings primarily to accommodate the higher material expenses, without anticipating any change in the volume of helmets produced by FPI. This adjustment is not expected to negatively affect the private sector, as production quantities remain steady. The primary customer for these helmets is the Department of Defense, and all activities related to this contract are managed by FPI under the Department of Justice. Stakeholders or interested parties are encouraged to direct inquiries or correspondence to the Chief of the Strategic Business Development and Marketing Branch at FPI, located in Washington, DC. The point of contact for this notice is Roger M Martineau, who can be reached via email or phone. The solicitation is identified as SBDM-16-2008 and falls under the NAICS code 339113, covering the manufacturing of the specified helmets.

FedBizOpps Notice Revised Guidelines Ceilings Due to Change in Material for the Advanced Combat Helmet (ACH) On April 2, 2008, Federal Prison Industries (FPI) Board of Directors (the Board) revised FPI's authorized sales ceilings for helmets. FPI's primary customer for this item is the Department of Defense (DOD). Recently, the Army decided to replace the Personnel Armor System for Ground Troops (PASGT) Helmet with the Advanced Combat Helmet (ACH) that increased costs primarily due to material. FPI stated in its request to the Board, that the increased cost of material is the only reason that the sales will increase over the previous Board-authorized ceilings. This action will not have an adverse impact on the private sector as the number of units produced by FPI is not expected to change. Interested parties have a right to raise questions at any time with FPI. Any correspondence should be addressed to: Chief, Strategic Business Development and Marketing Branch, Federal Prison Industries, Inc., 320 First Street, NW, Washington, D.C. 20534.
