The Health Resources and Services Administration (HRSA) plans to negotiate a sole source contract with the University of North Carolina at Chapel Hill, Office of Sponsored Research, to revise and update the methodology for designating Medically Underserved Populations (MUPs) and Health Professional Shortage Areas (HPSAs). This effort responds to extensive public feedback—over 700 comments—received following a Notice of Proposed Rulemaking issued in February 2008. The contract involves additional data analysis to revise the statistical model and recalculate results using updated data. The anticipated contract duration is three months, and the procurement is classified under NAICS code 541690. This sole source approach is justified because the University of North Carolina at Chapel Hill originally developed and tested the initial statistical model, and uniquely possesses the necessary data files for further analysis. The notice clarifies that this is not a request for competitive proposals; rather, it serves to inform interested parties and gather information to determine whether to pursue competition. The contract specialist and contracting officer for this requirement can be contacted via HRSA's Division of Procurement Management.
