The Naval Research Laboratory, part of the Department of Defense, issued solicitation N00173-20-Q-NA03 for the procurement of an RF Channel Simulator. This total small business set-aside was conducted as a request for quote for commercial items under FAR 12.6, resulting in a Firm Fixed Price contract awarded to the lowest quote technically acceptable offeror. The acquired system is designed to simulate RF link impairments between a ground station and a satellite, requiring the integration of compatible components from a single manufacturer. The scope of the award includes the emulator hardware, system installation, and basic system training. Technically, the simulator must support path effect simulations including Doppler, delay, attenuation, fading, and additive white Gaussian noise, while maintaining the ability to ingest satellite ephemeris data. The system is subject to specific bandwidth, channel synchronization, rack size, and operating temperature constraints. Classified under NAICS code 334515 for instrument manufacturing for measuring and testing electricity and electrical signals, the contract was managed by the Naval Research Laboratory in Washington, D.C., with a delivery deadline of November 2, 2020.
