The Ohio Department of Public Safety / Ohio State Highway Patrol is to replace the existing OSCOR Blue spectrum analyzer and other complimentary technical surveillance countermeasure (TSCM) equipment used for Division RF detection and counter-surveillance operations. This mission-critical equipment is reaching manufacturer end-of-life (EOC) at the end of the current year, after which replacement parts and support will no longer be available going forward. The changing technological landscape and the mission-critical need to address the types of electronic threats affecting state government, the Office of Investigative Services is seeking to purchase the following: OSCOR® Max spectrum analyzer, SWARM MESA® system, Portable Masking Kit (PMK- 8), Physical Search Kit (PSK), five-day Oscor Max training for up to ten (10) students, five-day Swarm Mesa training for up to ten (10) Students.
CONTRACT OPPORTUNITY: See attached (ad hoc) solicitation document/contract draft for specifications, requirements, terms and conditions. If selected, bidder shall execute contract document (items in red will be changed prior to award). INVITATION TO BID INSTRUCTIONS: Instructions, Terms and Conditions for Bidding (revised 01/29/26, attached) apply to this solicitation.STANDARD TERMS AND CONDITIONS: The State of Ohio Standard Terms and Conditions (revised 03/31/25, attached) apply to this solicitation and will govern any resulting Contract.EVALUATION: Bids will be evaluated in accordance with ORC 125.07.
