DHS/ICE has a requirement for a Plasma Etch unit to support its mission to identify and link information gained from fraudulent travel and identity documents. The instrument is required for the preparation of samples including paper documents for examination by scanning electron microscopy/energy dispersive spectroscopy (SEM/EDS), Fourier transform infrared (FTIR) and other analytical instruments. The system must provide the capability to chemically analyze materials associated with fraudulent documents, including inks, toners, laminates and other substrates, to a high level of specificity. Quotes must be fully documented with product literature including specifications, dimensions, capabilities and warranty information. Warranty durations will be considered in the selection process with longer warranty periods up to three (3) years given higher preference over shorter durations.
