RFB-785-2700000080-5 | RFB-62-27 Roof Replacement Harlan National Guard Armory

The Commonwealth of Kentucky, through the Department for Facilities and Support, has issued solicitation RFB 785 2700000080 for the replacement of the roof at the Harlan National Guard Armory located at 3436 South HWY 421, Harlan, KY. The project involves the complete demolition of the existing SBS roof system and insulation down to the deck, as well as the removal of edge metal, downspouts, scuppers, conductor heads, and splash blocks. The contractor will install a new SBS roof system consisting of a cap sheet and base sheet over a minimum of 4.5 inches of polyisocyanurate rigid insulation. Additional requirements include installing new edge metal and downspouts, applying new sealants and backer rods to brick movement joints, and raising curbs to accommodate the increased insulation thickness. Per Addendum 2, the cap sheet material grade has been updated from Grade S to Grade G. Bids must be submitted electronically via the VSS portal by September 16, 2026, at 13:30. Bidders are required to enter 0.00 for the contract amount in the e-procurement system and instead provide the actual contract amount on an Official Bid Document.
