RFB FOR EDGECOMBE COUNTY DETENTION CENTER POD CLEANING AND PAINTING

Edgecombe County is soliciting bids from qualified contractors for the cleaning and painting of the Yellow Pod, Medical Area, and Segregation Area within the Edgecombe County Detention Center in Tarboro, North Carolina. The scope of work requires the contractor to provide all labor, materials, and equipment to prep surfaces and apply a primer and at least two finish coats of paint. Due to facility security, work in the pod must be phased, completing only one half at a time. Contractors must adhere to strict safety protocols for lead dust, including the use of NIOSH-approved respirators, HEPA vacuums, and wet mopping, while ensuring adhesion meets ASTM D3359 cross-hatch test standards. Interested bidders must attend a mandatory pre-bid meeting on October 22, 2026, at 9:00 AM at the detention center. Written bids are due by November 19, 2026, at 10:00 AM, and must include a completed cost proposal sheet, proper licenses and certifications, and at least three references, preferably from similar facilities.
