RFB for Enola Low Grade Connector Trail - Phase 2

This contract is for the resurfacing of approximately half a mile of the Enola Low Grade Trail in Quarryville Borough, Lancaster County, Pennsylvania, with additional work including the paving of two ADA-compliant parking spots, installation of hardscape features such as picnic tables, replacement of bridge railings, and the placement of signing and pavement markings using white hot thermoplastic legend. The project is being procured under a Low Price Technically Acceptable (LPTA) evaluation method, with award going to the lowest responsible and responsive bidder who demonstrates ability to meet all technical requirements, comply with prevailing wage laws, and ensure financial and operational capacity. All work must adhere to PennDOT Publication 408 and other referenced standards including DSP9 for anti-pollution measures, DSP13 for Buy America compliance, DSP15 for Commonwealth terms, and applicable sections of Publications 72M, 111, and 219M, ensuring alignment with state and federal construction and material specifications. Steel products must originate from the United States per Act 3 of 1978 and Act 161 of 1982, which classify cast iron as steel, and all materials must be properly certified and labeled. The contractor is required to submit a PA DEP-approved Erosion and Sediment Pollution Control Plan, comply with PA Act 287 (811) for utility location, and maintain full compliance with state labor laws and employment verification procedures. Performance and payment bonds totaling 100% of the contract price are required, with a maintenance bond ranging from 10% to 25% depending on contract value, capped at $200,000. The prime contractor must personally perform at least 75% of the work, and all subcontractors must adopt the nondiscrimination and sexual harassment clause. Insurance obligations include commercial general liability, automobile liability, umbrella/excess coverage, workers’ compensation, employer’s liability ($1 million minimum), and pollution liability coverage, with Quarryville Borough named as an additional insured. Invoices must be submitted monthly in accordance with PennDOT Publication 408, Section 110, and payment will be processed via ACH through the Commonwealth’s Master Database with electronic remittance advice.
