RFB-PW-COMO EUSTIS SANITARY LIFT STATION CAPACITY IMPROVE

The City of Saint Paul Public Works Department is soliciting bids for the Como-Eustis Sanitary Lift Station Capacity Improvements Project (Project No. 25-S-2092). The scope of work involves significant infrastructure upgrades, including the construction of a 12-foot diameter wet well, a valve and meter vault, and the installation of 48-inch FRP/Hobas sanitary sewer piping and new forcemains. Additional activities include electrical installations for a new control panel, submersible pump installation, pavement removal and restoration, and the implementation of traffic control and temporary wastewater conveyance. The project is scheduled to begin in April 2027, with substantial completion of automatic pump operations required by July 31, 2027, and final completion by September 31, 2027. Failure to meet the substantial completion date will result in liquidated damages of 1,000 dollars per day. The contract will be awarded to the lowest responsible bidder, who must provide three references demonstrating experience with similar work. Bidders must submit their responses via the City of Saint Paul Supplier Portal by September 23, 2026, at 2:00 PM CST. Mandatory submission requirements include a completed Excel-based bid form, a Responsible Contractor Verification and Certification of Compliance form, and a Financial Interest Affidavit. The project is subject to Little Davis-Bacon prevailing wage requirements and Affirmative Action/Equal Employment Opportunity specifications, with workforce participation goals of 32 percent minority and 20 percent female participation. Additionally, the project utilizes the Vendor Outreach Program to encourage the use of local small businesses. Upon award, the contractor must provide performance and payment bonds each equal to 100 percent of the contract amount.
