RFI 2026 - DEVELOPMENT PARTNER TO BUILD AND MAINTAIN A FACILITY

Cumberland County, North Carolina, has issued solicitation 600RFI 2026 to identify a qualified development partner to manage the creation, construction, and maintenance of a facility designed as a temporary emergency shelter for men, women, and children. Utilizing a build-to-suit model, the selected partner will be responsible for strategic oversight, resource allocation, risk management, and project coordination based on the County Board of Commissioners approved design. Key requirements include full ADA state compliance for the parking lot, bathrooms, kitchen, and overall facility, as well as the inclusion of a kennel for ADA accommodations. The facility must also be capable of passing annual inspections conducted by the county environmental department. This is a Request for Information and not a formal Request for Proposals or a guarantee of future contract opportunities. Interested firms must demonstrate experience in constructing temporary emergency shelters, the ability to execute projects using Design Development Documents, and the capacity to secure local zoning and building approvals. Applicants must be in good financial standing with the IRS and the state of North Carolina, with no building liens or debts.
