RFI 26-011 HRIS SERVICES

Central Washington University is issuing a presolicitation Request for Information, RFI 26-011, to identify technologies and services, including staff augmentation, for a Human Resources Information System modernization initiative. The university aims to support a complex higher-education workforce environment to improve operational efficiency, reduce operating costs, enhance employee engagement, strengthen compliance, and implement data-informed decision-making capabilities. The scope of the research covers core HR and workforce administration, payroll administration for faculty and multi-state processing, time and attendance management, compliance and risk management, and technical architecture with a specific requirement for Oracle PeopleSoft integration and API capabilities. This RFI is intended to research provider capabilities and establish the evaluation criteria and specifications for a future formal Request for Proposals. Responses are due by November 18, 2026, at 3 pm Pacific Daylight Time via email to the Purchasing Office. While this is not a formal award solicitation, qualified vendors may be placed on a bid list for subsequent RFP processes or be invited to provide demonstrations.
