REQUEST FOR INFORMATION (RFI)

Inspection, Monthly Maintenance, and Repair of Fire Protection, Alarm Systems, and Equipment (Extinguishers, etc.)

In accordance with Federal Acquisition Regulation (FAR) Part 15 and the FAR Overhaul Guidelines (Executive Order 14275, "Restoring Common Sense to Federal Procurement"), this Request for Information (RFI) is issued solely for market research and planning purposes. It does not constitute a Request for Proposal (RFP) or a commitment to issue a solicitation in the future.

The U.S. Coast Guard (USCG) is seeking feedback from qualified, certified, and interested businesses to identify potential sources capable of performing comprehensive inspection, maintenance, testing, and repair services for various fire protection and alarm systems across multiple buildings at Sector San Diego and Helicopter Hangars.

This RFI is streamlined to promote early, open, and efficient exchanges with industry before any formal solicitation is released.

SCOPE

The following is a summary of the scope of work. The full document will be included in the attachments.

The selected contractor must provide all labor, materials, equipment, and certifications required to perform monthly, quarterly, semi-annual, and annual inspections, operational testing, preventative maintenance, and emergency repairs for fire protection and alarm systems at the following locations:

1. USCG Sector San Diego: 2710 North Harbor Drive, San Diego, CA 92101 (Buildings A, B, C, D, E, F, G, H, I, and outside HAZMAT/flammable storage lockers).

2. CG Moorings at Ballast Point / Naval Base Point Loma: Kerrick Rd. Bldg 5, San Diego, CA 92106 (Three buildings, dock, and storage areas).

Major Systems and Equipment Inventory:

• Fire Alarm & Detection Systems: 6 Fire Alarm Control Panels (Silent Knight / Harrington Signal), 2 Annunciators, 190 Smoke Detectors, 17 Heat Detectors, and over 170 horn/strobe notification appliances.

• Special Hazard Suppression Systems:

  
  

  • 6 Ansul IND-X Dry Chemical systems (HAZMAT/flammable storage).

  • 2 FM-200 clean agent systems (JHOC OPCEN & COMCEN).

  • 2 Chemguard C2 Foam systems (Hangars 1 & 2).

  • 1 R-102 Wet Chemical kitchen hood system with Range Guard and Gaylord Hood (Galley, Building B).

• Water-Based Sprinkler Systems: 5 Wet/Dry Fire Main Sprinkler Systems (including 6 risers, flow/tamper switches, and pre-action activation systems).

• Portable Fire Extinguishers: Inspection, testing, maintenance, and hydrostatic testing of approximately 143 portable fire extinguishers (varying sizes: 2.5 lb to 150 lb, ABC, BC, CO2, Halon, and Class K).

Key Performance & Qualification Requirements:

• Certifications: All technicians performing scheduled maintenance, testing, and repairs must be certified by Silent Knight and Harrington Signal Inc. In addition, FAA and San Diego County Certifications will be required. Proof of certifications must be submitted prior to award.

• Priority Response: The contractor must provide priority response for emergency trouble calls, arriving on-site within 24 hours or the next business day.

• Documentation & Deliverables: Immediate written post-test documentation on company letterhead (detailing test results, pass/fail status, and discrepancies), updated physical system tags/stickers, and a comprehensive monthly maintenance calendar/spreadsheet.

INDUSTRY FEEDBACK & QUESTIONNAIRE

To assist the USCG in developing an acquisition strategy that aligns with the FAR Overhaul’s emphasis on flexible, performance-based, and fixed-price contracting, please provide direct, plain-language responses to the following questions:

A. Company Information

1. Company Name, Address, Unique Entity ID (UEI) on SAM.gov, and Point of Contact (POC) information.

2. Business Size Standard and Socioeconomic status (e.g., Small Business, SDVOSB, WOSB, HUBZone). 

B. Technical Capabilities & Qualifications

1. Confirm if your firm possesses current, active certifications from Silent Knight and Harrington Signal Inc. to perform work on the specified control panels.

2. Describe your firm’s capability to manage the diverse range of special hazard systems listed (FM-200, Chemguard Foam, Ansul IND-X, and R-102 Wet Chemical). Do you perform these services in-house or utilize subcontractors?

3. What is your firm's standard mobilization time for emergency/unscheduled service calls in the San Diego/Point Loma area? Can you reliably commit to a next-business-day response?

C. Acquisition & Pricing Feedback

1. Contract Type: Do you foresee any barriers to executing this SOW under a Firm-Fixed-Price (FFP) contract structure with pre-priced CLINs for emergency repairs?

2. Risk Allocation: The SOW excludes repair coverage for "unusual or abnormal phenomena of the elements," "owner misuse/maltreatment," "vandalism," or "acts of aggression/war." Does this clear division of risk allow your firm to provide more competitive pricing without adding high-risk contingencies?

3. Subcontracting Reporting: In compliance with the decommissioning of the Electronic Subcontracting Reporting System (eSRS), subcontracting plan reporting must now be processed via the Subcontracting Plan Reporting (SPR) system in SAM.gov. If applicable, does your firm have experience using this updated SPR interface?

4. Submission Instructions

Interested parties must submit their response in a streamlined, plain-language format to minimize administrative overhead.

• Response Length: Recommended to be no more than 5 pages (excluding copies of manufacturer certifications).

• Submission Deadline: Friday, 21 August 2026 - 7:00 am Pacific.
