The Federal Bureau of Investigation is conducting market research through a Request for Information to identify qualified vendors capable of delivering Tier 2 Gooseneck Mobile Command Post Vehicle trailer systems with integrated command, control, communications, and computing capabilities. This RFI, numbered 26-R-0000194 and issued under NAICS code 336214, is strictly for information and planning purposes and does not constitute a solicitation or obligate the government to award a contract. Vendors are being asked to provide detailed insights into their technical abilities to design, engineer, manufacture, integrate, and support highly mobile, self-contained trailers that meet stringent performance requirements, including secure C4 functionality for 15 to 20 workstations, multi-band communications with satellite and LEO capabilities, redundant power systems, and environmental controls suitable for all North American climates. The trailers must not exceed 13 feet in height, feature a walkable roof, integrate 360-degree surveillance, fire and carbon monoxide detection, and ensure operational availability of at least 95 percent with a target setup time of 30 minutes or less, designed for a minimum 15-year service life. Respondents are required to submit a comprehensive capability statement including company information, business size, socio-economic status, and relevant certifications such as ISO 9001, along with a conceptual technical approach covering trailer design, power architecture, communications integration, and prime hauler compatibility. Vendors must also provide non-binding rough order of magnitude estimates for a single unit, proposed timelines for design, prototype delivery, and production, and feedback on acquisition strategy, including the potential use of a Statement of Objectives with offeror-proposed Performance Work Statements. The submission must be no more than 20 pages in PDF format, emailed to the contracting officer by the deadline of May 4, 2026, and must include the RFI title in the subject line. The government is evaluating industry input to refine its future acquisition approach, with the intent to potentially move forward with an Indefinite Delivery/Indefinite Quantity contract structure for multiple units, though no award is anticipated from this RFI. The government will not reimburse respondents for costs incurred in preparing responses.

The Federal Bureau of Investigation (FBI) is issuing Amendment 0001 to the previously posted Request for Information (RFI)/Sources Sought Notice for Tier II Mobile Command Post Vehicle (MCPV) systems.

Based upon the Government's review of industry responses received under the original RFI, the Government has determined that additional market research is necessary to further assess industry's technical capabilities, manufacturing approaches, systems integration capabilities, and nationwide sustainment support capabilities.

Accordingly, the Government is providing updated draft requirements, including a draft Performance Work Statement (PWS) and Technical Specifications, and is requesting additional information from interested vendors.

The purpose of this amendment is to:

• Obtain additional market research information regarding industry's capability to design, engineer, manufacture, integrate, and support custom Mobile Command Post Vehicle systems;

• Better understand industry's proposed technical approaches for satisfying the Government's requirements;

• Assess industry's capability to perform complex vehicle systems integration, including prime hauler integration, communications integration, electrical integration, and associated support services; and

• Refine the Government's acquisition strategy and determine the appropriate procurement approach.

Interested vendors are requested to review the attached documentation and provide responses in accordance with the revised RFI instructions.

This amendment is issued for market research purposes only and does not constitute a solicitation. The Government does not intend to award a contract based on this notice.

Change 4/15/26 - Due date discrepancy in RFI attachment has been updated to match due date on SAM.gov of 5/4/26.

Estimated quantity over the life of the contract is also clarified.

The Government is conducting market research to identify qualified vendors capable of providing design-build solutions for Tier 2 Gooseneck Mobile Command Post Vehicle (MCPV) Trailer systems. The anticipated requirement will support a wide range of mission-critical operations requiring rapidly deployable mobile command, control, communications, and computing (C4) capabilities.

The Government is considering a performance-based acquisition approach under a potential Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The MCPV systems are expected to be self-contained, highly mobile platforms integrating advanced communications technologies (including satellite, RF, and cellular), onboard power generation, and configurable workspace to support approximately 15–20 workstations.

This RFI seeks industry input on:

  • Technical capabilities and innovative design approaches
  • Integration of communications, power, and vehicle systems
  • Production capacity and delivery timelines
  • Lifecycle sustainment and support strategies
  • Recommended contract structure and performance metrics

The Government is particularly interested in solutions that emphasize modularity, scalability, interoperability, and long-term maintainability.

This notice is issued for information and planning purposes only and does not constitute a solicitation. The Government does not intend to award a contract based on this RFI and will not reimburse respondents for any costs incurred in preparing a response.
