Design-Build of a Tier II Mobile Command Post Vehicle (MCPV) Trailer
Solicitation # 15F06726R0000194
The Federal Bureau of Investigation is seeking a single-award, Firm-Fixed-Price, Indefinite-Delivery/Indefinite-Quantity contract for the design, engineering, manufacturing, and production of Tier II Mobile Command Post Vehicle (MCPV) systems. These systems consist of custom-integrated gooseneck trailers and compatible Class 4 prime hauler vehicles designed to support command, control, communications, and computer (C4) operations. The acquisition follows a phased design-build approach, requiring the contractor to produce a production-representative first article to establish a configuration baseline before proceeding to full-scale production. The government anticipates ordering approximately thirteen MCPV trailer systems and associated haulers over a contract period consisting of one base year and four option years, with a maximum contract value not to exceed $15,000,000. Award will be based on best value, with non-price factors weighted significantly more than price. Technical evaluation focuses on the proposed concept, engineering feasibility, and production capability, with a mandatory pass/fail requirement for ISO 9001 certification. The contractor is responsible for comprehensive lifecycle support, including integration of government-furnished equipment, technical documentation, and warranty administration. All deliverables must meet strict technical specifications and be verified through a Master Requirements Traceability Matrix. Administrative requirements include electronic invoicing via the Invoice Processing Platform and the protection of controlled unclassified information. Proposals must be submitted in four distinct volumes, adhering to strict page limits and native Excel format requirements for pricing and traceability matrices.

The U.S. Department of Justice, through the FBI-JEH office, is conducting market research under RFI 26-R-0000194 to identify qualified vendors capable of delivering Tier 2 Gooseneck Mobile Command Post Vehicle (MCPV) Trailer systems with integrated Command, Control, Communications, and Computing (C4) capabilities. This initiative is strictly for information and planning purposes and does not constitute a solicitation or obligate the government to award a contract. The anticipated future acquisition will likely follow an Indefinite Delivery/Indefinite Quantity (IDIQ) contract structure, targeting vendors who can design, engineer, manufacture, integrate, test, deliver, and sustain highly mobile, self-contained trailer systems capable of supporting 15 to 20 workstations in secure classified and unclassified environments. The MCPV must integrate satellite (including LEO), cellular, and RF communications; redundant power generation; climate control for all North American weather conditions; and advanced safety systems including fire suppression, carbon monoxide detection, 360-degree surveillance, intrusion detection, and controlled access. The trailer must not exceed 13 feet in height, feature a walkable roof, maintain operational availability of at least 95%, and be designed for a minimum 15-year service life. A target setup time of 30 minutes or less and a noise level not exceeding 60 dB are critical performance thresholds. Vendors responding to this RFI must submit a concise, 15- to 20-page PDF response by the deadline of May 4, 2026, to Melissa Golicz, Contracting Officer, at mgolicz@fbi.gov, clearly identifying the RFI title in the subject line. Responses must include company details such as business size, socio-economic status, ISO 9001 certification, and a capability statement demonstrating experience with mobile C4 systems and IDIQ delivery. Technical submissions require a conceptual design overview covering trailer layout, materials, expandability, power architecture, and prime hauler integration, along with non-binding Rough Order of Magnitude (ROM) cost estimates for a single unit, including key cost drivers and configuration variations. Vendors are also asked to provide estimated timelines for design, prototype delivery, and production, as well as feedback on acquisition approach best practices, including the use of a Statement of Objectives with offeror-developed Performance Work Statements. Additional input is sought on technical risks, supply chain constraints, and sustainment

Change 4/15/26 - Due date discrepancy in RFI attachment has been updated to match due date on SAM.gov of 5/4/26.

Estimated quantity over the life of the contract is also clarified.

The Government is conducting market research to identify qualified vendors capable of providing design-build solutions for Tier 2 Gooseneck Mobile Command Post Vehicle (MCPV) Trailer systems. The anticipated requirement will support a wide range of mission-critical operations requiring rapidly deployable mobile command, control, communications, and computing (C4) capabilities.

The Government is considering a performance-based acquisition approach under a potential Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The MCPV systems are expected to be self-contained, highly mobile platforms integrating advanced communications technologies (including satellite, RF, and cellular), onboard power generation, and configurable workspace to support approximately 15–20 workstations.

This RFI seeks industry input on:

  • Technical capabilities and innovative design approaches
  • Integration of communications, power, and vehicle systems
  • Production capacity and delivery timelines
  • Lifecycle sustainment and support strategies
  • Recommended contract structure and performance metrics

The Government is particularly interested in solutions that emphasize modularity, scalability, interoperability, and long-term maintainability.

This notice is issued for information and planning purposes only and does not constitute a solicitation. The Government does not intend to award a contract based on this RFI and will not reimburse respondents for any costs incurred in preparing a response.
