This is a Request for Information (RFI) only. This is not a solicitation announcement for proposals and there is no solicitation package available and no contract will be awarded as a result of this request. The Naval Air Warfare Center, Aircraft Division, Lakehurst, NJ (NAWCADLKE) is seeking information from industry regarding an Inertial Device Test System (IDTS) similar to the IDTS P/N 2056AS953-01or Honeywell equivalent P/N UG7100AE latest revision. The IDTS would be required to be approved for both shore and shipboard use to compare inertial output information from a known good Inertial Reference System (IRS) to that of an unknown Unit Under Test (UUT) device. The IDTS should be capable of measuring the difference in altitude, velocity and position information of the two devices and verifies the acceptability of the UUT. The IDTS should interface with the ship's Navigation Sensor System Interface (NAVSSI) device for shipboard use and a Global Positioning System (GPS) device for land based use to initialize the IDTS Inertial Reference Unit (IRU). The IDTS can be configured to test either an IRU or an Inertial Measurement Unit (IMU). For an IRU, the IDTS data translator is configured to output a navigation solution unchanged as received from the UUT. For an IMU, the IDTS data translator should be configured to accept velocity and angle inputs that will enable the system to initialize and propagate navigation. The NAWCADLKE is seeking the following information from industry regarding an IDTS: 1) General description of your proposed IDTS solution. 2) Documentation demonstrating that your proposed IDTS solution has been approved for both shore and shipboard use by the United States Navy. 3) Provide a copy of your proposed IDTS solution User Operating Manual and Maintenance Manual. 4) Describe environmental testing test methods and results that your proposed IDTS solution has been subjected to. 5) Describe the size and weight of your proposed IDTS solution. 6) What is your willingness to provide Government Purpose Rights for the complete set of software source code and build procedures for your proposed IDTS solution. 7) Provide a rough order of magnitude (ROM) cost estimate for any proposed solution including identification of the estimated per unit production cost including non-developmental engineering (NRE) costs for all potential solutions including an Engineering Change Proposal (ECP) to address existing obsolescence in the 85 existing IDTS. 8) What is your willingness to enter into a joint effort to upgrade the existing eighty five (85) IDTS operating systems from Windows XP to Windows 7/10 and LINUX from Slackware 8 to Slackware 13.37. 9) Provide any alternative proposal to address upgrading of the Operating Systems in the eighty five (85) existing IDTS. 10) Identify and estimate any non-recurring engineering costs to develop up to an additional thirty five (35) IDTS. 11) Provide an estimated timeline/schedule for the NRE and production of thirty-five (35) additional IDTS units 12) Provide a ROM (cost) and schedule to develop an ECP to address existing obsolescence in the 85 existing IDTS units 13) If applicable, provide customer testimonials with references. Provide your point(s) of contact. 14) Provide information about your company / organization including: Brief description of your company / organization; Small / large business, 8A, hub-zone, veteran owned status; any past or present Small Business Innovative Research (SBIR) awards related to your IDTS. 15) Provide commercial pamphlets or any additional information you desire. It is requested that responses to this RFI be submitted via email to Kevin Smith at kevin.smith11@navy.mil, no later than 15 days from the date of this posting. The Government may or may not elect not to discuss submissions received in response to this RFI with individual responders.
