Enclosure 1: Erectable Decontamination Station Requirements b. Enclosure 2: Shipboard Decontamination Station Overview c. Enclosure 3: Decontamination Station Arrangement and Details, NAVSEA Dwg. 804-5959203 Rev B d. Enclosure 4: Air Lock and Pressure Lock Arrangements and Details, NAVSEA Dwg. 804-5959277 II. Background & Purpose A. Naval Sea Systems Command (NAVSEA) is responsible for outfitting U.S. Navy ships with decontamination (decon) stations to facilitate the removal or neutralization of Chemical, Biological, and Radiological (CBR) contaminants from personnel. B. Purpose: The purpose of this RFI is to obtain knowledge and information that can be used to identify manufacturer capability to produce an erectable decon system tailored for shipboard use. This system would be stood-up to increase personnel processing rates into Collective Protection System (CPS) zones or designated clean spaces should the ship encounter a CBR environment; thereby decreasing the chances of personnel injury or exposure. From a design standpoint, the system will need to mimic currently fielded shipboard decon stations and their capabilities, be quick to erect and strike, be easily portable, be easily storable, and require minimal training to setup and operate. C. The Shipboard Environment: The shipboard environment introduces several unique constraints and challenges not otherwise existent for land-based decontamination systems. Limited storage space and limited setup space requires the system be as compact as possible. There is a possibility the decon system will be operated in a hazard area (i.e. dirty area); requiring the system (1) be constructed from oil resistant and Chemical/Biological (CB) resistant materials, (2) be designed to connect directly to a standard shipboard airlock, and (3) maintain positive pressure flow through the entire system at all times. Additionally, the system will need to source its power and water from the ship's existing systems, requiring interfaces unique to mate with shipboard systems. D. Information Received: Responses to this notice will be used for market research by NAVSEA to determine industry capabilities and help validate the Government's requirements for future solicitations. Information from this research could be used to establish promising areas of technology development and investment. Based on the information received, the Government may issue a Broad Agency Announcement (BAA) to select certain technologies for development and testing at various facilities. III. Information Sought and Formatting Instructions A. Submission Content: Respondents may provide a capability statement "White Paper" and/or existing marketing or technical product brochures. "White Papers" shall be limited to five (5) pages, accompanying or alternative product literature shall be limited to twelve (12) pages. Responses should include: a. Cover Sheet - RFI number and name, address, company, technical point of contact, with printed name, title, email address, and date. b. Capability Statement - A statement describing the manufacturers erectable decon technology level and ability to adapt that technology to the specific shipboard application requirements outlined in Enclosure 1. Note: This RFI seeks product technology that is a Manufacturing Readiness Level (MRL) of at least 6 (capability to produce a prototype system or subsystem in a production relevant environment) or seven (capability to produce systems, subsystems or components in a production representative environment). For any system requirement that cannot be met, please provide a statement addressing why the requirement cannot be met. Additional technical data in a longer industry capability analysis is optional. c. Product Description - General description of how the manufacturer intends to achieve system requirements (e.g., utilizes an exo-frame/pop-tent design, inflatable design, conex container based design, etc.). This may include product descriptions and diagrams with notes outlining how current products can be adapted to shipboard application requirements. d. Recommendations - The erectable decon system team is still in an information gathering stage, and welcomes all recommendations or insights that can be offered by industry subject matter experts. B. Deadline: Responses are to be submitted by 6 September 2019 Any response received after these dates may also be considered but may not be included in initial reporting or assessments. C. Formatting: All responses should be submitted electronically in PDF format and emailed to the technical points of contact listed below. The subject line of the email should read as follows "RFI: NAVSEA NSWC IHEODTD Erectable Decontamination Station". Responses should include the information outlined in section III (A) above. D. Information: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). If desired, a classified supplement may be submitted separately. Please contact one of the Technical Points of Contact for directions on submission of any sensitive or classified information. No cost or pricing information should be provided - any received will be deleted and destroyed. All information received in response to this RFI that is marked proprietary will be handled accordingly. All other non-proprietary, unclassified information will be distributed with a Distribution D statement - allowing only DoD and DoD Contractors to view. E.
