Responses to this RFI that indicate that the information therein is proprietary, or represents confidential business information, will be received and held in confidence. No classified material shall be provided or will be accepted. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FEDBIZOPS) site. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. No industry day is planned for this effort. The Government reserves the right to follow up on a one-on-one basis with RFI respondents to gain additional information or clarity about information submitted. THIS IS FOR MARKET RESEARCH PURPOSES ONLY NO SOLICITATION DOCUMENT EXISTS Marine Corps Systems Command (MARCORSYSCOM), Logistic Combat Element Systems (LCES) is conducting market research for potential sources to provide Mobile Electric Hybrid Power Sources (MEHPS) that meet the draft MEHPS Performance Specification. The intent of MEHPS is to provide a method for Marines to travel lighter and faster, use less fuel, depend less on the supply chain, and reduce energy production, storage, and distribution requirements for systems requiring 10 kW or less power. The MEHPS shall be capable of hybridizing 10 kW and 5 kW military standard generators per Table 1, providing energy efficiency and silent watch capability for Marine Air-Ground Task Force (MAGTF) units in mobile, tactical, and remote environments. MEHPS will be transported using the standard M1102MCC Light Tactical Trailer (LTT) per Table 1. MEHPS Requirements: 1) Anticipated Approved Acquisition Objective (AAO) is 421 plus spare parts. 2) Anticipated production rate is 9-15 complete systems per month. 3) The table below lists the required generators (provided by the government after system delivery) and trailer (provided by the vendor) for MEHPS (see Notes 2 and 3). TAMCN Nomenclature Type B08917B MEP-1040, Generator Set, Diesel Engine, 10 kW, 60 Hz AMMPS, Skid-Mounted B00777B MEP-1030, Generator Set, Diesel Engine, 5 kW, 60 Hz AMMPS, Skid-Mounted D00177K M1102 Trailer, Light Tactical (LTT) Marine Corps Configuration (MCC) PLEASE ADDRESS THE FOLLOWING: 1) Provide information on manufacturing capabilities, equipment (for production verification test and manufacturing), personnel, established quality assurance processes, and corrective action methods. 2) Are there mobile electric hybrid systems currently available that have similar functionality of MEHPS? If so: a. Please highlight the capabilities of those systems that meet or exceed the requirements of the draft MEHPS Performance Specification. b. Please highlight areas where those systems are unable to meet the requirements of the draft MEHPS Performance Specification. c. Are the systems currently available on a GSA Schedule or another Government Wide Acquisition Contract (GWAC)? d. Are the systems currently in production? 3) Provide price estimates for MEHPS: a. Production price for a complete system. b. Production price for the AAO quantity outlined in the above MEHPS requirements. 4) What technical/field support could you provide? What would be the price per year for that support? 5) What type of commercial warranty could you provide for the system? 6) How long do you anticipate it will take to build approximately 14 Low Rate Initial Production (LRIP) systems that will be used to conduct government production verification tests? 7) What is your sustained manufacturing capability: a. Maximum production rate? b. Most economical production rate? 8) MEHPS will be mounted on a Light Tactical Trailer - Marine Corps Chassis (LTT-MCC). LTT-MCC Performance Specifications and test plans will be provided in the Request For Proposal (RFP): a. What additional information would be required from the Government for you to procure the trailers? b. Do you anticipate making any design modifications to the Tactical Quiet Generator (TQG) rail kits, which are part of the MCC, to be able to mount all MEHPS components? 9) Are there any difficulties or disadvantages to having a permanently mounted solar trickle charger(s) to maintain the state of charge (SOC) of all MEHPS energy storage modules while not in operation for long periods of time? 10) What is the feasibility of having the input solar port accept up to 10 kW of 28 VDC power for potential future expansion of capability using other alternative power sources? What would be the disadvantages or negative tradeoffs? NOTES: 1) The Power Quality and Efficiency Testing of Tactical Hybrid Power Sources Test Operations Procedure, referenced in the MEHPS Performance Specification, is in draft form and will be updated prior to the RFP. 2) All MEHPS components will be procured and integrated on the LTT-MCC trailer by the vendor, except for the generator (which will be integrated by Marines after system delivery). 3) MEHPS vendors will be provided at least 10 AMMPS generators with the AMMPS Digital Control System (ADCS) installed as Government Furnished Equipment (GFE) to allow vendors to verify the integration with MEHPS systems. The Government seeks to understand the extent to which potential offerors possess the capability to deliver the requirements stated above. Comments on the applicability of the above listed efforts to this type of project are also sought. Any other value added corporate information that would be pertinent is also desired. Complete written responses to this RFI addressing the provided requirements and questions are to be submitted to the following e-mail address: Shannon.Graves@usmc.mil It is requested that responses from interested businesses to this announcement be structured and transmitted in the following manner: 1) Company name; 2) Company address; 3) Point of Contact; 4) Telephone Number; 5) E-mail address; 6) Company Cage Code; 7) Primary NAICS; 8) Business Size; 9) Current Registration in SAM; 10) Web address; 11) Comments (preferably in a matrix format) and level of full or partial compliance with stated requirements; 12) Comments on past performance for like or similar items.
