Industry respondents are expected to deliver a detailed analysis and a recommended path forward to refurbish or replace these parts while preserving the original core design of the system. A secondary consideration is the feasibility of a full system redesign using modern components, provided it maintains interoperability with legacy systems and meets required power output standards. The study is intended to lay the foundational scope, cost, technical requirements, and timeline for a future modernization effort that will ensure system operation through 2045. Responses to this RFI are due by July 3, 2026, and must be submitted electronically in PDF format, not exceeding ten pages excluding the cover page, using Times New Roman 12-point font and one-inch margins. All submissions must be unclassified, and any proprietary or sensitive information must be clearly marked and segregated. Respondents are required to provide full company details including CAGE code, SAM registration status, ownership classification, and NAICS code 334511, and must be registered in the System for Award Management to be eligible for future contract consideration. Industry Question: Does the government already have a list of all the known obsolescent parts within the Mini-MUTES? Or is the government looking to industry to identify this as part of the engineering and obsolescence study?
Government Answer: The Government does not have a list of known obsolescent parts within the Mini-MUTES transmitters. We are looking to industry to perform this as part of the engineering and obsolescence study.
Industry Question: Is this anticipated work for the Mini-MUTES to study and replace the obsolete components while keeping the original core design in-tact? Or, is this effort envisioned to be a complete system redesign with modern components, yet still maintain interface interoperability with legacy systems?
Government Answer: The engineering study would be to look at replacing or re-engineering the obsolete components while keeping the original core design in-tact. However, if a redesign with modern components, while maintaining interface interoperability and meeting the power output requirements is possible that would be a consideration as well.
