MSHA - Skydio X10 Drone

The U.S. Department of Labor, through its Customer Acquisition Services division, is soliciting ten Skydio X10 drone systems equipped with integrated software and hardware attachments to support the Mine Safety and Health Administration’s pilot program for enhancing accident investigations and inspections using advanced imaging technology. Each kit includes a Skydio X10 drone with cellular connectivity, an enterprise controller, a VT300-L sensor package, a pro case, dual wall adapters, spare propellers, two 256 GB Micro SD cards, three batteries, and a dual charger. The package also includes perpetual licenses for Skydio Autonomy Drone Software, Skydio 3D Scan for X10 enabling unlimited 3D and orthomosaic capture with three years of maintenance and support, and Skydio NightSense with a visible light active illumination attachment for low-light operations. Additionally, each unit must be fitted with an RTK/PPK attachment capable of real-time or post-processed kinematic measurements, with its associated software license also perpetual. The solicitation requires the contractor to deliver all equipment FOB destination to MSHA’s Approval and Certification Center at 765 Technology Drive, Triadelphia, WV, with a performance period of 120 days from contract award. The evaluation is based on the Lowest Priced Technically Acceptable model, where technical compliance with the specified product configurations is a mandatory pass/fail criterion, and price is evaluated for completeness, accuracy, and reasonableness. The contract incorporates standard FAR clauses including whistleblower protections, prohibitions on internal confidentiality agreements and Kaspersky Lab services, encouragement of policies banning text messaging while driving, accelerated payments to small business subcontractors, and changes under fixed-price terms. Special requirements include adherence to telework restrictions where internet connectivity costs are not reimbursed, strict protocol for government property safeguarding, mandatory sign-in/sign-out procedures for personnel, wearing of visitor badges, and compliance with the Organizational Conflict of Interest clause excluding the contractor from future agency contracts.
