RFI Next Generation Transporter Solutions

The Department of Energy's National Nuclear Security Administration (NNSA) has issued a Request for Information (RFI) under solicitation NAPAS315NextGenTransporter to identify industry capabilities for the build and procurement of the Next Generation Transporter (NGT). The primary objective is to achieve a mission-ready block upgrade for a fleet of 40 to 50 secure trailers, specifically focusing on the design, development, testing, and integration of the electrical subsystem. This subsystem encompasses power, electronic modules, drivers, software, communication assemblies, and system testers. The government requires a lifecycle approach utilizing commercial-off-the-shelf (COTS) or military-off-the-shelf (MOTS) components of automotive grade or higher pedigree to ensure a secure and modern fleet. The scope of work includes system-level integration, the development of electronics testbeds using government-furnished equipment, and ongoing operations and maintenance support for troubleshooting. Due to the nature of the national security mission, the project carries stringent security requirements, including the necessity for personnel to hold DOE Q or L clearances and for the contractor to maintain a Top Secret or Secret facility clearance. Compliance with various NIST, DOE, and CNSSI security standards, as well as federal and occupational safety regulations, is mandatory. Interested parties must submit a Statement of Capabilities by September 10, 2026, detailing their qualifications, SAM registration, and relevant experience from the last three years. While there is no current set-aside, small businesses are permitted to form teaming arrangements with large businesses, provided the division of work is clearly defined. This RFI is for planning purposes to inform a potential three-year IDIQ contract and is not a formal solicitation for proposals; therefore, no reimbursement will be provided for submission costs. Performance will take place in New Mexico.
