RFI Pool House Remodel

The County of Warren, Virginia, has issued a Request for Information (RFI) to conduct market research and obtain cost estimates for the integrated renovation and modernization of the Pool House at the Claude A. Stokes Community Pool in Front Royal. This project involves a comprehensive scope of work including the remodeling of public restrooms, a concession stand, lifeguard and manager rooms, a first aid room, and a mechanical room. The renovation will encompass demolition, architectural work, plumbing, electrical, lighting, ventilation, and critical life-safety upgrades. Contractors are expected to provide a lump-sum base bid, itemized pricing by major trade, separate pricing for allowances or alternates, and unit prices for common additional work. Additionally, respondents must provide estimated lead times for major equipment and materials, as well as a proposed construction duration. The project requires strict adherence to safety and regulatory standards, including compliance with local health departments, fire marshals, and accessibility requirements. Specific emphasis is placed on chemical safety, requiring specialized personnel for pool chemical systems, secondary containment, and proper hazard signage. Contractors are responsible for obtaining all necessary permits, performing field verifications of existing conditions, and implementing a site-specific safety plan to maintain separation between construction activities and the public. While this RFI is intended solely for planning and informational purposes and is not a formal solicitation to contract, interested parties must submit their responses by October 21, 2026. An optional site walk-through is scheduled for October 7, 2026, to assist in the development of accurate estimates.
