Date: January 23, 2017 To: Interested Companies/Sources Subject: LBNL Request for Information, RFI No. 0117MF FLEXLAB Rotating Test Bed Repair Project Lawrence Berkeley National Laboratory ("LBNL" or "Lab"), at Berkeley, CA, is conducting market research to obtain information on capable sources, experienced in analyzing and correcting performance issues on rotational turntables/devices, as part of the LBNL FLEXLAB Rotating Test Bed Repair Project. Based on responses from interested and available parties, LBNL hopes to determine the best way to structure the procurement method (e.g. separate, or combined assessment, design, build) in soliciting for the repair. LBNL also hopes to be able to provide responding firms information, if necessary on other interested and responding firms for possible teaming on the Lab's RFP. The FLEXLAB research facility, completed in 2014, includes a rotating test bed (RTB), comprising of a rotating building on an approximate 60-foot diameter concrete and steel turntable. The rotational mechanism includes a number of steel wheels mounted to the underside of the metal frame supporting the building, which roll on top of a metal rail that is attached to the foundation. During operation there is excessive noise, vibration, stalling, and a deterioration of the structural integrity of the roller wheels. See website https://sites.google.com/a/lbl.gov/flexlab-rotational-test-bed-repair1/ for: videos and photos. In the future LBNL intends to provide, for information purposes only, a 2014 structural engineering assessment report on the turntable. LBNL is seeking sources that have knowledge and experience in investigating and providing repair of similar rotational turntables/devices to that of the FLEXLAB RTB. Respondents should provide company information in the "Company Information" and "Past Projects" sheets, included with this RFI. With the Company Information sheet LBNL seeks to gather information including the following: history and experience with rotating, or similar structures using rail systems, their design, construction support, trouble shooting and repair, and current reference contacts. In addition to the Company Information Sheet provided, the length of your response should not exceed five (5) pages, not including past project sheets. If a respondent opts not to respond to any question contained in the Company Information Sheet, please note as such, and include an explanation for your non-response. Information provided in response to this request will not be considered when evaluating proposals received in response to any future solicitation. This is not a solicitation for proposals, proposal abstracts or quotations. The purpose of this request is to obtain information regarding the availability and capability of all qualified sources. Any price/cost information requested and provided will be used by LBNL for budget estimate purposes only. A site visit will not be conducted at this stage. Please note the following: - Cost of RFI Response Preparation: LBNL will not reimburse any company or respondent for costs associated with preparing a response to this RFI. Responses to the RFI will not be returned to respondent. - Proprietary or Confidential Information: Any information received in response to this RFI that is confidential, or proprietary information, must be clearly designated as such and will be handled with due care, with proper consideration of ethical and legal ramifications and governmental regulations. - Amendments/Specifications: LBNL reserves the right to change the Request for Information timeline or other portions of this request at any time. Check the listed website for updates. - Right to Cancel: LBNL reserves the right to cancel or reissue this Request for Information any time without obligation or liability. - No Obligation to Buy or Issue Solicitation: LBNL will not execute a contract with any respondent as a result of this Request for Information. While LBNL may use responses to this request to draft a competitive solicitation for the subject of these services/products, issuing this request does not compel LBNL to do so. - Submission of Questions/Comments: Submit written questions or comments by January 31, 2017, 5:00 pm PST, to the below listed Procurement Representative's email address. Questions and their answers that are germane to the interpretation of LBNL's request for information will be posted at the previously listed website, https://sites.google.com/a/lbl.gov/flexlab-rotational-test-bed-repair1/, approximately 3 business days later, by February 3, 2017. Questions submitted after the listed due date may not be answered prior to the RFI due date. Please check the listed website for any additional updates. LBNL is requesting your response on February 13, 2017, by 5:00 pm PST, or sooner, with submission to the Procurement Representative, Marguerite Fernandes, at the email address listed below.
