RFI: Targetry Range Automated Control and Recording II (TRACR II) Software
Contract Overview
Solicitation details, issuing organization, response deadlines, documents, and interested companies for this government contract opportunity.
AI Contract Overview
The Product Manager Tactical Training System is issuing a Request for Information to identify efficient methods for transferring unclassified data between the closed networks used by Targetry Range Automated Control and Recording II software and a separate cloud-based database. Currently, operators must manually record data into logbooks and re-enter it into a different network due to Authority To Operate restrictions that prohibit external connections. The government is seeking technical solutions for either uni-directional or bi-directional data transfer, including details on hardware and software modifications, implementation strategies, and the potential impact on the existing ATO. Interested offerors must submit a white paper of no more than five pages, including their company profile, CAGE code, UEI number, and experience with cross-network data transfer in DoD or regulated environments. The request is categorized under NAICS codes 541512 and 541511. This is a voluntary request for information for planning purposes and does not constitute a formal solicitation or commitment to procure services. All responses must be submitted by August 27, 2026.

Full Description
REQUEST FOR INFORMATION
SUBJECT: REQUEST FOR INFORMATION REGARDING RANGE CONNECTIVITY
PURPOSE: Product Manager Tactical Training System (PdM TTS) is requesting information from interested offerors regarding a technical challenge regarding data transfer between two networks.
BACKGROUND: PdM TTS is responsible for supporting ranges that utilize the Targetry Range Automated Control and Recording II (TRACR II) software. This software is responsible for operating range targetry and collecting scoring data. The current Authority To Operate (ATO) that exists on these ranges prohibits external connections and the system operates fully independent of any external communications to any network. Successful transfer of this data from the existing closed network to a separate, cloud-based database requires operators to manually record data into logbooks and then re-enter it on a separate computer network. Note: data is unclassified.
REQUEST FOR INFORMATION (Technical): PDM TTS is requesting information on the most efficient way for this data to be successfully transferred between these two networks. Data transfer can be either uni-directional or bi-directional between the networks. Points to consider when creating a solution should include what type of data would be sent, what modifications would be required to the existing hardware and software configuration, how this solution would be implemented, utilized, and documented, and what impacts this solution would have on the existing ATO.
COMPANY PROFILE: To assist the Government in determining if this can be set aside for small businesses, please provide the following administrative information:
• Company Name, CAGE Code, and UEI Number.
• Point of Contact (Name, Phone, Email).
• Business Size Standard and Socio-Economic Status (e.g., Small Business, 8(a), HUBZone, SDVOSB, WOSB) under NAICS Code: 541512 for Computer Systems Design or 541511 for Custom Computer Programming).
• A brief summary of your company’s experience implementing similar cross-network data transfer solutions in DoD or highly regulated environments.
SUBMISSION INSTRUCTIONS: The Government is exploring a range of acquisition strategies and plans to utilize the information gained from this White Paper to help further shape the acquisition strategy. Responses should be limited to a five (5) page max white paper, not including cover page, cover letter, table of contents and any other documentation submitted in response to Past Performance. Any proprietary concepts of information should be clearly identified as such. Submitted data and information will not be returned. Any information submitted in response to this RFI Notice is strictly voluntary. This notice is for information and planning purposes. The Government will not pay or otherwise reimburse respondents for information submitted. Industry is encouraged to suggest alternative NAICS codes that may better align with the requirements.
Disclaimer: This notice does not constitute an invitation for bids or a request for proposal and is not a commitment by the U.S. Government to procure subject products or services nor will the Government reimburse any parties for costs associated with this request. The Government will use the information received to forge its acquisition strategy. Additionally, all submissions become Government property and will not be returned. No basis for a claim against the Government shall arise as a result from a response to this RFI.
