The Administration for Community Living, through its Office of Intellectual and Developmental Disabilities, is seeking market input via a Request for Information to identify potential contractors capable of delivering nationwide Training and Technical Assistance (T/TA) to the 56 State Councils on Developmental Disabilities. This effort supports the mandates of the Developmental Disabilities Assistance and Bill of Rights Act of 2000, aiming to strengthen councils’ ability to achieve systems change, implement Five-Year State Plans, demonstrate measurable outcomes, enhance leadership and governance, and improve stakeholder engagement and public awareness. The contract is anticipated to be a single-award, performance-based agreement with a five-year period of performance, including a base year and four one-year options, and will require the contractor to operate remotely while maintaining a designated place of performance in Washington, D.C. All deliverables, particularly digital platforms and communications, must fully comply with Section 508 accessibility standards, and the contractor must possess proven experience with DD Act frameworks and the operational structure of State Councils. The requirement is classified as non-commercial, and respondents must explicitly state whether they believe commercial services could fulfill the need and provide a detailed justification for such a determination. Respondents are required to provide foundational entity information including their CAGE Code, Unique Entity Identifier, business size certification under NAICS code 541611, and GSA MAS contract number if applicable. Submissions must address demonstrated experience across eleven specific competencies, such as enterprise project management, performance-based evaluation, peer network facilitation, Section 508-compliant content development, transition planning, and financial and subaward oversight. Responses must be emailed to the designated point of contact by 9:00 AM Eastern Time on May 8, 2026, with a subject line referencing “Notice ID Training_and_TA,” and must include contact details and information on any teaming partners. No formal evaluation factors, award methodology, or contract value have been disclosed, as this is purely a market research tool and not a formal solicitation. The government has not designated a contracting officer, COR, or COTR, nor has it established payment processes, invoicing systems, or accounting identifiers, all of which will be defined in a subsequent procurement. The response must also affirm compliance with all federal requirements, including those related to non-commercial procurement and fair opportunity under FAR Part 2.101, with no set-aside currently anticipated.
