Small Business Multiple Award Task Order Contract (MATOC) for the Missouri River Bank Stabilization and Navigation Project (BSNP)
Solicitation # PANNWD26P0000030936
The U.S. Army Corps of Engineers, Kansas City District, is conducting market research for the Bank Stabilization and Navigation Program to identify qualified contractors capable of performing complex riverine construction work along the Missouri River, from River Mile 0 near St. Louis, Missouri, to River Mile 553 near Nebraska City, Nebraska. The work involves constructing, modifying, or repairing stone dikes, revetments, bank paving, revetment overlays, and excavation of notches, all of which must be executed using floating equipment due to the absence of land access. Operations require mobilization of barges to transport graded stone from quarries and placement via track-hoe from work barges, with equipment needing to operate in water depths of four feet or more. The Government plans to establish a Multiple-Award Indefinite-Delivery Indefinite-Quantity (IDIQ) Task Order Contract with a combined ceiling of $50 million, consisting of a three-year base period and a two-year optional ordering period. The North American Industry Classification System code is 237990, with a small business size standard of $45 million, and businesses of all sizes are encouraged to respond, though small, 8(a), HUBZone, service-disabled veteran-owned, and women-owned businesses are specifically encouraged to participate, as responses will inform potential set-asides. Respondents must submit a ten-page capability statement detailing their business size, UEI and CAGE codes, bonding capacity, experience with similar projects completed in the last five years, subcontracting arrangements, and joint venture structure, along with organizational contact information. All submissions must be provided electronically in Word or PDF format by the deadline of 12 p.m. CDT on June 1, 2026, to the designated contract specialist and contracting officer. This is a sources sought notice only, not a solicitation, and no funds are available for response preparation or reimbursement. Responses are voluntary, non-binding, and will be used solely for market research to shape future procurement decisions, with proprietary information protected from disclosure.

Seeking Interested Vendors - This Request For Information (RFI)is being performed to determine the best method to meet the Government's needs for a bank stabilization project. Responses received will determine how and when the Forest Service will proceed with meeting those needs. This RFI describes a potential streambank stabilization project on the Shoshone National Forest. The location is at the Wood River Campground on the North Zone of the Forest. The goal is to stabilize the stream bank, restore riparian floodplain, and to protect the campground. If solicited, the project may include natural channel design as an optional bid item to the streambank stabilization construction. As such, information within this RFI is being requested for both. A site map is attached for your review. Details that may be useful when considering this project include: ?- It is anticipated that the campground would be closed during the construction work, and that some material stock piling would be allowed. ?- The west edge of the campground and project site is private property, and no work will occur off National Forest lands. ?- The project could include general campground maintenance to camp sites and fencing. ?- The scope of the design should include a toe-wood structure, minimal channel reshaping, limited construction of vanes, cross-vanes, etc. However, other suggestions would be considered. ?- The design will minimize the use of large rock and instead use predominately large wood. ?- The project should take no more than three weeks total to complete. ?- Survey data is available and includes longitudinal profile, pebble count data, bar sample, and cross sections. Data collection locations are shown in the attached diagram. NOTE: The data collection locations provided is for demonstration of points collected and would be provided in a more readable format should a solicitation be forthcoming. PLEASE COMPLETE THE ATTACHED FORM AND SUBMIT VIA EMAIL TO contact@example.gov.
