NEW YORK STATE DEPARTMENT OF TRANSPORTATION REQUEST FOR INFORMATION 2026-03 ** ROADWAY WORK ZONE SAFETY TRAINING ** September 21, 2026 Overview The purpose of this Request for Information (RFI) 2026-03 is for the New York State Department of Transportation (NYSDOT) to seek available marketplace information regarding entities who can develop and potentially deliver work zone safety training for NYSDOT. The information gathered from this RFI will assist NYSDOT in: · Identifying potential vendors to develop work zone safety training for NYSDOT employees, and; · Identifying the method of training and delivery/instruction options available for the training. This is NOT a request for proposals, a request for quotes, or an invitation for bids. A contract will NOT be awarded based on responses to this RFI. NYSDOT will not be liable for any costs incurred by any respondent pertaining to the preparation and submittal of any written responses or for participation in a demonstration in response to this RFI. All materials submitted by a respondent shall become the property of NYSDOT. All materials submitted by respondents are considered agency records pursuant to New York State’s “Freedom of Information Law” (FOIL) (See, Public Officers Law, Article 6). Background The New York State Department of Transportation (NYSDOT) is a recipient of federal aid from USDOT’s Federal Highway Administration (FHWA). To maintain eligibility to receive federal aid, among other regulatory requirements, NYSDOT is required to ensure that all personnel involved in the development, design, implementation, operation, inspection, and enforcement of roadway work zone-related transportation management and traffic control be trained, appropriate to the job decisions each individual is required to make (eCFR :: 23 CFR Part 630 Subpart J -- Work Zone Safety and Mobility). In addition, NYSDOT is responsible for ensuring that said personnel receive updated periodic training, with updates that reflect changing industry practices, federal requirements, and state processes and procedures. For NYSDOT, these personnel include: 1) designers; 2) maintenance workers; 3) construction inspectors; 4) construction and maintenance supervisors; 5) work zone inspectors; 6) applicable New York State Police and local jurisdiction enforcement agencies; and 7) applicable Automated Work Zone Speed Enforcement staff. Questions and Issues NYSDOT seeks readily available information regarding entities who can: 1. Develop and provide Work Zone Training curriculum materials including but not limited to training videos, handouts and certification exams. 2. Provide both in-person, virtual, and/or self-paced online Work Zone training 3. Train several types of audiences 4. Provide a complete Work Zone Training Program To assist potential RFI responders, the attached outline presents possible training outlines NYSDOT has prepared. The training would consist of six short trainings totaling approximately 20 hours of instruction materials. Respondents are also being asked to provide additional concise, brief, narratives, explanations and/or available product information to further describe or inform NYSDOT regarding development of a potential roadway work zone training program. Discuss trends, issues and/or topics that may help to inform NYSDOT accordingly. Respondents should answer the following questions: 1) Would you develop hard-copy training materials? If so, what format (textbooks, pamphlets, handouts)? 2) What media type would you anticipate for virtual training options (PPT, videos, interactive)? 3 ) Can you provide live, in-person training; live, virtual training; recorded, virtual training; and/or interactive virtual training? 4) Have you provided similar training services to other agencies or states? If so, please briefly describe (what entities, when it was provided, and in what format(s)). 5) Would your preference be: a. Develop the training materials and media and provide the materials/media to NYSDOT for NYSDOT to deliver to employees? b. Develop the training materials, and provide training to NYSDOT employees? 6) Assuming the final product to be 20 to 25 hours of training materials: a. Estimate the cost to develop the training materials b. Estimated cost per person or per class to provide live training statewide c. Estimate any other associated indirect costs (i.e., travel, lodging, etc.) or does your business model allow for such to be included on a reasonably identifiable basis? If you have examples of training materials developed by you or your organization, please provide samples with your RFI. NYSDOT prefers to receive concisely prepared narratives addressing these issues within a ten (10) page limit (not including an up to two (2) page cover letter). Interested firms, agencies or institutions are encouraged to submit a response to this RFI characterizing their interest and background, and practical knowledge gained from relevant experience.
