RFP-05A-202601005 | PQVL for Environmental Consulting Services

The State of Maine Department of Environmental Protection is establishing a Pre-Qualified Vendor List (PQVL) for environmental consulting services to support remediation and environmental protection projects, including Brownfields and hazardous substance sites. The anticipated period of performance runs from January 1, 2025, through December 31, 2030. This solicitation seeks firms with direct experience in hazardous substance or petroleum site investigations, including Phase I and II Environmental Site Assessments, CERCLA, RCRA, and the Maine Voluntary Response Action Program. Qualified vendors will be eligible for future mini-bid projects based on their pre-qualification status. To be eligible, vendors must employ a Maine Licensed Geologist on staff and have access to a Maine Licensed Professional Engineer. Field personnel are required to maintain 40-hour HAZWOPER safety training and current OSHA field certifications. Proposals are evaluated based on a pass/fail eligibility gate followed by a weighted scoring system: 50 points for organization qualifications and experience, 25 points for proposed services, and 25 points for the submitted rate sheet. Bidders must submit their proposals via the AdvantageME/Vendor Self Service (VSS) system, including a comprehensive company rate sheet and a Responsible Bidder Certification. All technical deliverables must adhere to specific ASTM and USEPA guidelines, and data must be submitted in a Department-approved Electronic Data Deliverable format.
