The State of Maine Department of Environmental Protection is soliciting proposals to establish a Pre-Qualified Vendor List (PQVL) for environmental consulting services, with an anticipated performance period from January 1, 2025, to December 31, 2030. The scope of work focuses on remediation and environmental protection projects, including Brownfields, hazardous substance sites, and petroleum site investigations. Qualified vendors will be eligible for future mini-bid projects and must demonstrate direct experience with at least three similar projects within the past five years, including work with CERCLA, RCRA, or the Maine Voluntary Response Action Program. Technical requirements include the submission of environmental data in Department-approved Electronic Data Deliverable formats and adherence to ASTM and USEPA guidelines for site assessments and feasibility studies. To be eligible, vendors must employ a Maine Licensed Geologist on staff and have access to a Maine Licensed Professional Engineer. Field personnel are required to maintain current OSHA field certifications and 40-hour HAZWOPER safety training. Proposals are evaluated based on a pass/fail eligibility gate followed by a weighted scoring system: 50 points for organization qualifications and experience, 25 points for proposed services, and 25 points for the submitted rate sheet. Bidders must submit their proposals via the AdvantageME/Vendor Self Service (VSS) system by February 1, 2027, including a comprehensive rate sheet of fixed and hourly costs. Award decisions are based on the best value to the State of Maine, and all contracts are subject to State of Maine Service Contract terms and USEPA grant reporting requirements.
