RFP #2026007 - Juvenile Fish Monitoring Services

The Northern Wasco County People’s Utility District is soliciting proposals under RFP #2026007 for juvenile fish monitoring services at the North Fishway Hydroelectric Project. The selected consultant will be responsible for monitoring and reporting on juvenile fish conditions following their passage through the penstock intake screening structure at a dedicated sampling location on the north side of The Dalles Dam. Performance involves sampling fish for one 24-hour period once per week from April through July annually, recording environmental data such as river flows, forebay elevation, and temperature. Key deliverables include weekly summaries and an annual report for regulatory agencies to satisfy Federal Energy Regulatory Commission license requirements and Biological Opinion permitted take standards. The contract is intended for an initial three-year term from January 1, 2027, through December 31, 2029, with a not-to-exceed total based on the contractor's proposed pricing. Award selection will be based on cost competitiveness and a combination of evaluation criteria, including the qualifications of project team members, the contractor's past performance with governmental agencies, and resource availability. Proposals must be submitted electronically via the OregonBuys portal by October 29, 2026, at 4:00 PM PST. Contractors must adhere to strict insurance requirements, including Commercial General Liability of 2 million dollars per occurrence and 4 million dollars annual aggregate, Professional Liability of 2 million dollars, and Automobile Liability of 1 million dollars. All services are subject to prevailing wage rates for The Dalles, Oregon. The agreement is governed by the laws of the State of Oregon, and payment will be issued within 30 calendar days of receipt of a compliant invoice.
