This Request for Proposals (RFP) is for the Affordable Housing Incubator bench as a part of the Regional Early Action Program (REAP 2.0) grant. Only firms with Master Services Agreements through RFQ 24-19 are eligible to submit a proposal. The SGVCOG is seeking a consultant(s) to analyze a site for use as affordable housing in the City of Rosemead.Under its Affordable Housing Incubator, funded by SCAG’s SRP 2.0 Program, the San Gabriel Valley Council of Governments (SGVCOG) is seeking technical assistance to analyze two sites for use as affordable housing on behalf of the City of Rosemead (City). The parcels, which were recently acquired by the City, have been identified as strong options to meet a portion of their RHNA goal of 4,612 units, ranging from affordable to market rate residential. To advance this effort, the selected Consultant will analyze the City owned sites and propose implementable residential projects with affordable units. The Consultant will collaborate with City staff to conduct a comprehensive economic analysis, develop site designs, and present implementable project plans for consideration by City Council. The final deliverables including the economic analysis and site plans will be presented to the City Council as an action item with the recommendation to discuss and pursue the recommendations.
