RFP-26-01-JBSA Fiber Optic Cabling Installation Services IDIQ

The Alamo Area Council of Governments (AACOG) is seeking qualified vendors through an Indefinite Delivery/Indefinite Quantity (IDIQ) solicitation, RFP-26-01-JBSA, for Fiber Optic Cabling Installation Services in support of Joint Base San Antonio (JBSA) infrastructure projects. The contract will cover the installation of single-mode fiber optic cable, associated conduit systems, splicing, testing, labeling, documentation, and site restoration under individual task orders issued against the IDIQ base contract. Work is authorized through an Intergovernmental Support Agreement between AACOG and JBSA and must comply with Unified Facilities Criteria (UFC) 3-580-01, BICSI OSPDRM, TIA-758-B, RUS 7 CFR 1755.900, and other applicable standards for telecommunications infrastructure. All materials must be new, properly packaged and labeled, and installed according to strict technical and safety requirements including OSHA guidelines, with final acceptance contingent on on-site inspections and Government QA representative sign-off at JBSA-Randolph, TX. The solicitation requires detailed proposals including a binding cost proposal in both PDF and Excel formats, mandatory certifications regarding debarment, non-discrimination, and compliance, as well as proof of insurance and vendor registration materials submitted as two distinct PDF volumes with strict formatting and naming conventions. Proposals are due by June 12, 2026, at 5:00 p.m. CDT and must be submitted electronically via email to ijones@aacog.gov and procurement@aacog.gov, with a copy to dugarte@aacog.gov, using a specified subject line. The evaluation will prioritize proposed methodology, completeness, and timeline (30 points), followed by the credentials of key personnel (25 points), recent comparable project experience (20 points), interviews and reference checks (15 points), and proposed pricing (10 points), with award determined through a trade-off process that considers technical merit and overall value—not simply the lowest cost. Key personnel requirements include a certified BICSI lead installer, a project manager and on-site point of contact with full-time physical presence and English fluency, all to be designated within five business days of award.
