RFP-26105-340 Public Housing Repositioning Legal Services

The Housing Authority of the County of Contra Costa (HACCC) is soliciting proposals for non-litigation real estate development legal services for the period of 2027 through 2032. The selected counsel will provide specialized legal assistance for public housing repositioning projects, including the Rental Assistance Demonstration Program (RAD), Section 18 Demolition/Disposition, and Mixed-Finance Development. Key responsibilities include reviewing repositioning implementation plans, advising on agreements with developers and lenders, representing HACCC before boards, managing real estate acquisitions and dispositions, establishing special purpose entities, and ensuring compliance with California Tax Credit Allocation and Debt Limit Allocation Committee requirements. The contract is structured with an initial one-year award and two optional two-year extensions, for a maximum total of five years. Proposals are evaluated based on responsiveness and a combination of objective and subjective factors, with the award going to the top-rated responsive and responsible proposer.
