RFP 27-24/AB COMPREHENSIVE PLANNING, URBAN DESIGN, AND RELATED SERVICES

The City of Hampton, Virginia, issued RFP 27-24/AB to secure qualified professional architecture and engineering firms for on-call comprehensive planning, urban design, and related services. The scope of work includes the preparation and amendment of comprehensive and small area plans, urban design visualization, streetscape design, zoning and regulatory analysis, and the facilitation of community engagement workshops. All services must be performed by licensed professionals in accordance with Virginia Code Title 15.2. The City intends to establish one or more non-exclusive contracts based on the best proposal, with an evaluation weighted toward experience (35%), capabilities and skills (30%), and the demonstrated ability to provide services (30%), with an additional 5% for minority or woman-owned business status. The resulting contract will have an initial term of one year, with the possibility of three optional one-year renewals. Selected contractors must comply with the Davis-Bacon Act, the Virginia Public Procurement Act, and specific non-discrimination and lobbying certifications. Payment terms are generally net 30 days, though they may extend to 45 days if not otherwise specified. Proposals must be submitted by October 8, 2026, at 11:00 AM EST, either via DemandStar or as a sealed physical package. The City reserves the right to terminate the contract immediately for violations of health, safety, or legal standards and requires that all insurance policies be issued by companies licensed to conduct business in Virginia.
