RFP 27-27/GS SOFTWARE AS SERVICE-ASSET MANAGEMENT SOLUTION

The City of Hampton is soliciting proposals for a cloud-based Software as a Service asset management solution to support the Department of Public Works Fleet Services Division. The selected provider will implement a platform focused on maintenance management, digital inspections, and asset lifecycle management. The contract features an initial three-year term with the possibility of seven optional one-year renewals and one final one-year extension. Proposals are due by October 20, 2026, and must include a detailed requirements matrix mapping software capabilities against the city's functional needs. Award decisions will be based on a 100-point scale evaluating technical approach and methodology, suitability of the solution, firm experience, cost, and minority or woman-owned business status. Key compliance requirements include certification that the offeror is not debarred by the Commonwealth of Virginia, adherence to the Davis-Bacon Act for prevailing wages, and specific insurance minimums, including 2 million dollars for cyber liability and technology errors and omissions. The city reserves the right to make multiple or split awards to fully qualified offerors.
