RFP #502-26 On-Call Geotechnical Services

The Dawson County Board of Commissioners is soliciting proposals under RFP #502-26 for qualified vendors to provide on-call geotechnical services to support county construction and development projects in Georgia. The selected vendor will be responsible for various tasks, including standard proctor compaction tests, asphalt coring and density testing, and storm water sampling. All work must adhere to County Development Standards, GDOT Standards, ADA Standards, and the 2024 Georgia Adopted ICC Codes, with certified test reports conforming to ASTM/AASHTO standards. Proposals are due by November 12, 2026, at 3:00 pm and must be submitted as one signed original and one electronic copy on a USB drive. Award decisions will be based on the vendor's ability to best serve the county's interests, evaluating factors such as capacity, reputation, past performance, and financial resources. Top-ranking firms may be required to participate in oral interviews, which can supersede previous technical scores. The contract is subject to the county's fiscal year, running from July 1 to June 30, and will terminate if appropriated funds become unavailable. Payment terms are NET/30, and invoices must be separated by project. Compliance requirements include adherence to the Georgia Security and Immigration Compliance Act, the E-Verify program, and anti-discrimination clauses for contracts exceeding 10,000 dollars. Vendors must provide proof of general, professional, and cyber liability insurance with a minimum of 2 million dollars per incident and 6 million dollars aggregate, as well as Georgia-mandated workman's compensation. While bid, performance, and payment bonds are not required, vendors must submit a comprehensive qualification package including a valid business license, organizational charts, and key personnel resumes.
