The Commonwealth of Kentucky is soliciting design-build services for the construction of a new approximately 8,500 square foot Senior NCO/Officer Transition Unaccompanied Personnel Housing barracks facility at the Wendell H. Ford Regional Training Center in Greenville, Kentucky. The project scope encompasses complete civil, structural, architectural, fire protection, mechanical, electrical, and plumbing design and construction, including the development of an access road, POV parking, and associated site improvements. The facility must be designed for a 50-year building replacement life and a 25-year useful design life, adhering to specific DoD Unified Facilities Codes and antiterrorism standards. The project is subject to a maximum not-to-exceed budget of 3,996,000 dollars, and any proposal exceeding this amount may be disqualified. The contract is anticipated to be a firm-fixed-price agreement with a substantial completion timeline of 420 calendar days, followed by 30 days for final completion. Award decisions will be based on a 300-point system evaluating technical qualifications, oral presentations, and the Guaranteed Maximum Price, with the lowest price receiving 150 points. Bidders must provide a bid guarantee of at least 5 percent of the GMP, and the successful awardee must furnish performance and payment bonds equal to 100 percent of the contract sum within 48 hours of the notice of intent to award.
